About the Organisation

The Public Appointments Committee of the National Assembly is inviting applications from suitably qualified Malawians for the position of Director of the Office of Public Officers’ Declarations (Grade C). The position is established under Section 6 of the Public Officers (Declaration of Assets, Liabilities and Business Interests) Act, Cap 1:04 of the Laws of Malawi.

Job Purpose

The Director will provide independent leadership of the Office of Public Officers’ Declarations, overseeing the receipt and verification of declarations, promoting compliance by listed public officers and reporting on implementation of the Act.

Key Responsibilities

  • Receive and verify declarations submitted by listed public officers.
  • Recommend to the Minister the development of rules and regulations necessary for implementing the Act.
  • Ensure the Act is accessible to the general public.
  • Advise public officers on their obligations under the Act.
  • Provide technical assistance to listed public officers on the correct filing of declarations.
  • Annually publicise in the Gazette the names of public officers who have complied and those who have not complied with the Act.
  • Annually publicise a summary of declarations filed by each listed public officer.
  • Prepare an annual assessment report on compliance by public officers and submit it to the Minister for presentation to the National Assembly.
  • Enforce compliance by referring cases of non-compliance to relevant employment authorities with recommendations for appropriate sanctions.
  • Report evidence or reasonable suspicion of criminal activity identified during verification to the Director of Public Prosecutions, the Police or the Director of the Anti-Corruption Bureau, as appropriate.
  • Refer elected public officers, Ministers or other listed public officers to the Monitoring Committee where appropriate for failure to comply with the Act.
  • Perform the functions of the office independently while remaining accountable to Parliament.

Qualifications and Experience

  • Minimum of a Master’s Degree in Public Administration, Political Science, Public Policy or Law from a recognised higher learning institution.
  • At least 10 years’ experience at senior management level.
  • Experience working in a governance institution is required.
  • Strong understanding of public governance, compliance and regulatory frameworks.
  • Ability to operate independently while maintaining accountability to Parliament.
