Introduction and Background

The National Oil Company of Malawi (NOCMA) is a wholly owned Government of Malawi company, established under the Companies Act of 1984 on 10 December 2010 and operational since 2012. Our core mandate is to guarantee the security of fuel supply for the nation. As the Government’s designated agent, NOCMA is responsible for importing petroleum products and managing the country’s Strategic Fuel Reserves (SFRs) across Blantyre, Lilongwe, Mzuzu, as well as depots in Chilumba, Chipoka, and Mchinji.

Over the past fourteen years, NOCMA’s national strategic importance has grown exponentially. Our fuel importation market share has risen from just 10% in 2015 to an average of 77% in the 2025/2026 financial year. POSITION: DIRECTOR OF CORPORATE SERVICES (GRADE NOCO3)

Reporting Line : Chief Executive Officer

Department: Corporate Services

1. Role Purpose

The Director of Corporate Services provides strategic leadership and oversight of NOCMA’s corporate functions, including:

  • Legal, compliance, and company secretarial services
  • Human resources and administration
  • Information and communication technology (ICT)
  • Planning, monitoring, and evaluation (PME)
  • Research and development

The role ensures that NOCMA operates within statutory and regulatory frameworks, maintains strong corporate governance, and achieves operational efficiency across all corporate support functions while protecting and enhancing the company’s reputation and public image.

2. Key Accountabilities

A. Corporate Governance & Legal Services

  • Serve as Company Secretary to the Board of Directors and all subcommittees
  • Ensure compliance with corporate governance principles, statutory regulations, and internal policies
  • Oversee legal services, contracts, agreements, and memoranda of understanding (MoUs), highlighting risks and implications for decision-makers
  • Advise the CEO and Board on legal, regulatory, and reputational
  • Guide the company in interpreting laws affecting operations and corporate structure

B. Human Resources & Administration

  • Provide executive leadership over HR and administration functions
  • Ensure implementation of HR policies, workforce planning, talent development, and performance management systems
  • Optimize utilization of administrative resources to support strategic goals
  • Promote organizational culture aligned with corporate values, collaboration, and operational efficiency

C. ICT and Digital Transformation

  • Provide strategic direction for ICT infrastructure, digital systems, and cybersecurity
  • Champion adoption of technologies that enhance corporate efficiency, reporting, and decision-making
  • Ensure resilience, continuity, and security of digital platforms critical to company operations

D. Planning, Monitoring & Evaluation

  • Lead corporate planning, monitoring, and evaluation initiatives to align departmental outputs with organizational strategy
  • Develop and oversee KPIs, performance reporting, and operational dashboards
  • Use data-driven insights to inform strategic decision-making

E. Research, Development & Innovation

  • Promote research initiatives to improve organizational efficiency, service delivery, and innovation in corporate services
  • Introduce best practices and benchmarks from comparable national and regional organizations

F. Corporate Communications & Stakeholder Relations

  • Manage internal and external communications to enhance
  • NOCMA’s corporate image
  • Maintain strong relationships with regulators, industry partners, and public stakeholders
  • Advise management on reputational risks and communication strategies.

G. Resource Planning & Budgeting

  • Develop departmental plans, budgets, and programs based on strategic priorities
  • Monitor expenditure and ensure value-for-money in corporate service delivery
  • Ensure effective resource allocation across corporate functions to achieve targets within approved budgets

3. Qualifications & Experience

i. Academic Qualifications

  • Master’s Degree in Law, Business Administration, Management, or related field
  • Bachelor’s Degree in Law

ii. Professional Memberships

  • Must be a paid-up member of the Malawi Law Society

4. Experience

  • Minimum 10 years cumulative experience in legal and corporate management roles
  • At least 5 years at a managerial or senior management level
  • Experience providing company secretarial services for a dynamic or regulated organization is an advantage

5. Key Competencies

  • Strategic & Leadership: Executive decision-making, corporate governance expertise, stakeholder engagement at Board and ministerial levels, change management, crisis and reputational risk management
  • Technical: Corporate law, compliance and risk management, HR management and organizational development, ICT strategy and digital transformation, planning, monitoring, and evaluation
  • Personal Attributes: Integrity, discretion, ethical judgment, strong communication and influencing skills, analytical, proactive, results-oriented, ability to work under pressure

CONTRACT TERMS

Successful candidates will be offered a three (3) year performance-based contract, renewable subject to satisfactory performance. An attractive executive remuneration package commensurate with qualifications and experience will be provided
