The Malawi Council for Disability Affairs (MACODA) a Statutory Corporation established by an Act of Parliament, the Persons with Disabilities act (No. 4 of 2024), to protect and promote fundamental rights and freedoms of persons with disabilities. MACODA is an enforcement agency of the Act and is particularly legally mandated to investigate and carry out inquiries into violations of rights of persons with disabilities. Among the Council’s functions for disability programming and steering disability mainstreaming in the Malawi’s development include promoting multisectoral coordination and collaboration; development of standards and guidelines on a rights-based for disability service provision; regulating disability services and programmes; promotion of measures and interventions aimed at promoting realisation of rights of persons with disabilities and registration of persons with disabilities as well as organisations, associations and institutions implementing disability programmes including those that provide specialised services to persons with disabilities.

DIRECTOR OF FINANCE AND ADMINISTRATION

GRADE: MCD 2

THE JOB PURPOSE

The Director of Finance and Administration (DFA) is the Head of Finance and Administration at MACODA and reports directly to the Director General of MACODA. The DFA’s main responsibility is to devise an efficient financial system and to provide Human Resource and Administrative support services to the core operations of the Council. In addition to regular financial management and day to day Human Resource and Administrative functions, the DFA forms part of Council’s Senior Management Team and as such shall be expected to participate in the development of appropriate policies and procedures to enhance Council’s operational efficiency.

DUTIES AND RESPONSIBILITIES

Qualifications or requirements (e.g., education, skills)

The successful candidate will have a Bachelor’s degree in Finance, Accounting or Business Administration. Chartered Accountants or those with Masters degrees in Finance Management, Accounting, Business Administration will have an added advantage.

He/She shall have requisite experience in Human Resource Management and Administration

Experience needed

A minimum of three years of work experience at senior management level preferably in a reputable organization.

  • Sound Management and interpersonal skills.
  • Computer literacy and team spirit.

REMUNERATION-PACKAGE

The successful candidates shall be offered a negotiated performance related contract for a period of Three (3) years with an attractive salary, benefits and gratuity package commensurate with the seniority of the position.

  • Managing the Finance and Administration Department and providing overall leadership, guidance and direction in the planning and execution of all finance and administrative functions of the Council.
  • Developing, implementing and maintaining sound financial management and control systems of MACODA, including maintaining Councils Computerized accounting system.
  • Formulating, implementing and constantly reviewing financial policies and procedures of MACODA.
  • Formulating criteria for fund management and implementation of fund allocation and disbursement for Councils Units.
  • Preparing monthly management accounts and producing quarterly and annual accounts in compliance with the generally acceptable accounting procedures and practices.
  • Managing Councils fixed assets and insurance portfolios.
  • Managing the human resource and administrative functions including overseeing the preparation and payment of monthly staff salaries, the recruitment and supervision of middle management and support staff, and conducting periodic job evaluations and staff performance reviews and appraisals.
  • Developing and implementing staff development plans.
  • Coordinating the development and management of Councils annual budget.
