Background
The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following posts on a three-year contract existing in various District councils.
Responsibilities
- Coordinate the day-to-day activities of the Finance Directorate.
- Prepare all budget estimates in consultation with all the Directorates
- Manage all funds and investment at the council, in line with Public Finance Management Act, 2022
- Advise the Controlling Officer and Council Finance Committee on any anticipated over-expenditure, authorised expenditure and deviations from budget provision
- Maintain the Accounting system and supervise all finance staff
- Prepare annual accounts and monthly and quarterly Management reports in line with generally accepted accounting standards such as International Public Sector Accounting Standards (IPSAS)
- Attend Finance Committee and other Committee meetings
- Adopt and implement an appropriate expenditure monitoring and control mechanisms
- Timely respond to external and internal audit queries
Qualifications and Experience
Applicants must possess a minimum of a Bachelor’s Degree in Accountancy, Finance or Business Administration obtained from accredited institutions and have a minimum of five (5) years’ experience at senior management level, with demonstrated expertise in accounting and financial principles and practices, including experience in donor-funded projects.
Applicants must be registered members with the Malawi Accountants Board (MAB) and the Institute of Chartered Accountants in Malawi (ICAM).
