The Malawi Council for Disability Affairs (MACODA) a Statutory Corporation established by an Act of Parliament, the Persons with Disabilities act (No. 4 of 2024), to protect and promote fundamental rights and freedoms of persons with disabilities. MACODA is an enforcement agency of the Act and is particularly legally mandated to investigate and carry out inquiries into violations of rights of persons with disabilities. Among the Council’s functions for disability programming and steering disability mainstreaming in the Malawi’s development include promoting multisectoral coordination and collaboration; development of standards and guidelines on a rights-based for disability service provision; regulating disability services and programmes; promotion of measures and interventions aimed at promoting realisation of rights of persons with disabilities and registration of persons with disabilities as well as organisations, associations and institutions implementing disability programmes including those that provide specialised services to persons with disabilities.

DIRECTOR FOR REHABILITATION SERVICES

GRADE: MCD 2

JOB PURPOSE

The Director of Rehabilitation Services (DRS) is the Head of the Rehabilitation Department that is core to the provision of programmes and services to persons with disabilities at MACODA. The DRS reports to the Director General and is responsible for coordinating, monitoring and evaluation of rehabilitation programmes and services. The DRS forms part of MACODA’s Senior Management Team and as such shall be expected to participate in the development of appropriate policies and procedures to enhance the operational efficiency of the Council.

Responsibilities or duties

The successful candidate shall be expected to:

• Developing rehabilitation programmes and services.
• Ensuring overall implementation and coordination of rehabilitation programmes and services.
• Developing of extension services, follow up and post training rehabilitation services for persons with disabilities.
• Maintaining contact with various relevant public and private organizations concerned with the rights, care and welfare of persons with disabilities for effective networking and implementation of rehabilitation programmes and services.
• Support the Council’s mobilization of resources for the delivery of rehabilitation programmes and services.
• Conducting day to day management and supervision of rehabilitation staff.
• Creating a conducive environment for optimum (rehabilitation) staff development and output.
• Preparation of rehabilitation department’s annual estimates and control of the budget.
• Collation of departmental reports for the consumption of the Board and other relevant stakeholders.

Qualifications or requirements

• Master’s Degree in any Disability related field, Social Science, Development Studies, Rural and Community Development, Social Work and its equivalent plus first degree in any related field from a recognized institution.
• Excellent communication and negotiation skills.
• Sound management and interpersonal skills.
• Ability to develop proposals for implementation of disability rights projects.
• In-depth practical familiarity with the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
• Knowledge of local and international disability rights instruments.
• Demonstrable knowledge of emerging disability issues in Malawi.

Experience needed

• Five (5) years working experience in the disability related field.

• Developing rehabilitation programmes and services.
