SMEC is a global engineering, management, and development consultancy firm. We are committed to sustainable development and delivering high-quality solutions for our clients. We are currently seeking an experienced ECCL Resident Engineer to join our team in Malawi.

Responsibilities or duties

1. Construction Supervision & Contract Administration

  • Oversee day-to-day construction activities for irrigation infrastructure, including canals, pipelines, pumping stations, reservoirs, and associated works
  • Ensure works are carried out in compliance with approved designs, specifications, and contract conditions
  • Administer the construction contract, including reviewing and certifying contractor’s claims, variations, and interim payment certificates
  • Monitor contractor performance and enforce compliance with project timelines and quality standards

2. Quality Assurance & Control

  • Implement and monitor quality assurance and quality control (QA/QC) procedures
  • Review and approve materials, method statements, and shop drawings
  • Ensure proper testing and inspection of works and materials
  • Identify defects and ensure timely corrective actions

3. Project Planning & Progress Monitoring

  • Review and track construction schedules and progress against planned timelines
  • Identify potential delays and recommend mitigation measures
  • Prepare regular progress reports, including physical and financial status

4. Stakeholder Coordination

  • Act as the main point of contact between the client, contractor, and consultants on site
  • Lead site meetings and technical discussions
  • Coordinate with multidisciplinary teams including civil, mechanical, electrical, and environmental specialists

5. Health, Safety & Environmental Compliance

  • Ensure adherence to health, safety, and environmental (HSE) requirements
  • Monitor implementation of environmental and social safeguards
  • Promote safe working practices on site

6. Documentation & Reporting

  • Maintain accurate site records, including daily logs, instructions, and correspondence
  • Prepare and submit periodic reports (weekly, monthly, and milestone reports)
  • Ensure proper documentation of as-built drawings and project completion records

7. Commissioning & Handover

  • Oversee testing and commissioning of irrigation systems
  • Ensure completion of snag lists and rectification of defects
  • Facilitate project handover, including documentation and training of client personnel

Qualifications or requirements (e.g., education, skills)

The ideal candidate will have a Bachelor's degree in Civil Engineering or a related field, with a minimum of 10 years of experience in construction supervision and contract administration, preferably on irrigation projects. Strong knowledge of construction methods, QA/QC procedures, and contract management is essential. Excellent communication, leadership, and problem-solving skills are required.

Experience needed

Minimum of 10 years of relevant experience.
