The consortium of Federation of Disability Organisations in Malawi (FEDOMA), Malawi Council for Disability Affairs (MACODA) in partnership with AGRA is implementing a 34-month project (November 2025–August 2028) aimed at creating 16,000 work opportunities in agriculture for youth with disabilities and refugees in Malawi.

The project, “Creating Work Opportunities in Agriculture for Youth with Disabilities and Refugees in Malawi”, is particularly focused on promoting economic empowerment and livelihoods of these vulnerable and marginalised groups through decent work and jobs in agriculture.

This project will target 21,000 young women and men (16,000 youth with disabilities and 4,000 refugees) across 15 districts in five (5) Agricultural Development Divisions (ADDs): Lilongwe, Kasungu, Machinga, Salima, and Mzuzu. The targeted value chains include soybeans, maize, groundnuts, poultry production, beekeeping, piggery, and horticulture.

The overall objective of the project is to create 16,000 work opportunities in agriculture for youth with disabilities and refugees in Malawi by December 2027.

To effectively implement the project, the consortium is seeking to recruit qualified and experienced personnel and applications are invited to fill the following position existing within the project.

1. PURPOSE OF THE POSITION

The Finance Officer will be responsible for effective financial management of the project, ensuring proper budgeting, accounting, reporting, and compliance with organisational and donor financial regulations. The role supports transparency, accountability, and efficient use of project resources.

The person will also be responsible for the provision of technical leadership on financial issues to the project management team.

2. KEY DUTIES AND RESPONSIBILITIES

Financial Management and Budget Control

  • Manage project budgets and track expenditure against approved work plans.
  • Ensure all project expenditures are in line with donor agreements, organisational policies, and professional accounting standards.
  • Comply with Malawi’s Public Finance Management laws and regulations in project implementation to ensure accountability and transparency.
  • Ensure smooth and regular financial management monitoring.
  • Prepare budget forecasts and cash flow projections.
  • Advise the project implementation team and consortium management on financial matters.

Accounting and Financial Records

  • Maintain accurate and up-to-date financial records for the project.
  • Prepare payment vouchers, journal entries, and reconcile accounts.
  • Manage project bank accounts and conduct regular bank reconciliations.

Financial Reporting

  • Prepare monthly, quarterly, and annual financial reports for management and donors.
  • Support preparation of donor financial reports in accordance with grant agreements.
  • Provide financial analysis and variance explanations.

Compliance and Controls

  • Ensure compliance with donor financial guidelines, procurement procedures, internal controls, and risk management procedures.
  • Support internal and external audits and respond to audit queries.
  • Ensure proper documentation and filing of financial records.

Procurement and Asset Management

  • Support procurement processes in collaboration with procurement staff.
  • Maintain asset registers and ensure proper tagging and tracking of project assets.

3. QUALIFICATIONS

Academic Qualifications

  • Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field.
  • Professional qualifications such as ACCA, CIMA, CPA, or ICAM will be an added advantage.

4. EXPERIENCE

  • At least 3–5 years’ experience in financial management, preferably within donor-funded or development projects.
  • Noticeable experience in managing project budgets and donor financial reporting.
  • Practical experience with accounting systems and financial software.

5. SKILLS AND COMPETENCIES

Technical Skills

  • Strong knowledge of accounting principles and financial management systems.
  • Experience with donor compliance requirements.
  • Sound understanding and appreciation of public finance management laws and regulations.
  • Proficiency in accounting software and Microsoft Excel.

Analytical and Organisational Skills

  • Strong analytical skills and attention to detail.
  • Ability to prepare accurate financial reports and analyses.
  • Excellent organisational and time management skills.

Communication and Interpersonal Skills

  • Good communication and coordination skills.
  • Ability to explain financial information to non-finance staff.

6. PERSONAL ATTRIBUTES

  • High integrity, transparency, and accountability.

  • Willingness to travel to field sites when required.
