Position Overview
Pact is initiating a new activity in Malawi as part of the ACHIEVE project, a global project funded through the U.S. Department of State. The activity in Malawi will align with ACHIEVE’s overall strategic objectives which include achieving and maintaining HIV/AIDS epidemic control among pregnant and breastfeeding women, infants, children, and adolescents and improving integrated maternal, newborn, and child health and nutrition services. The activity will be implemented in Zomba, Thyolo, Karonga, and Balaka districts with limited focus also at a national level possible. In close coordination with the Ministry of Health, ACHIEVE will support the availability of integrated, quality lifesaving services to women, newborns, and children at community and facility levels; expand the availability of lifesaving HIV services by strengthening the integration of HIV services in ANC platforms, among others; and strengthen subnational health management teams to plan, manage, monitor, and evaluate their health programs.
The Finance and Operations Director will work closely with the Project Director to provide leadership and oversight of all finance, operations, and procurement functions for the ACHIEVE Malawi activity, which aims to improve, sustain, and further integrate MNCH and HIV/AIDS services at health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to Malawians in the target districts.

Responsibilities or duties
- Ensure overall operational compliance for the implementation of the ACHIEVE Malawi activity, including oversight of procurement, financial, agreement, operational, safety and security, and compliance functions.
- Ensure required approvals are obtained and funds expended are compliant with applicable donor regulations, award-specific requirements, and Pact policies.
- Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.
- In partnership with Pact DC departments, initiate, develop, maintain, and revise policies and procedures as needed for the general operation of the finance and compliance program and its related activities and to promote cost efficiency and compliance with all rules and regulations.
- Ensure proper financial documentation and reporting, establish and provide direction and management of project funds.
- Oversee the development, management and complete life cycle of a variety of possible procurement actions.
- In coordination with Pact DC, as appropriate, be responsible for managing the project budgets, quarterly forecasting, tracking project spending and preparing financial reports and notifications for submission to USG donors.
- Develop, implement, and adjust when required the project’s safety and security strategy and protocols, and serve as the point of contact for any issue related to security reports and procedures.
- Mentor and supervise finance, operations, and other staff.
- Comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
Qualifications or requirements (e.g., education, skills)
- Master’s degree in business administration, Finance or Accounting, or equivalent.
- Strong knowledge of U.S. government regulations, particularly financial, contractual and compliance requirements.
- Ability to travel within Malawi.
Experience needed
- Minimum of 12 years’ experience working in international development, on USG-funded projects in finance, procurement, security, and logistics.
- At least 6 years of experience in financial compliance and progressive supervisory work experience directly supervising administrative, finance, and/or operations staff.
