Position Overview

The Finance and Operations Manager will report to the Finance & Operations Director of Pact. He/She will be responsible to oversee the day to day functions of the Finance and Administration Department. The main responsibilities will also be the supervision of the two Finance Officers and the Grants Officer.

Key Responsibilities

Financial Management & Reporting

  • Prepare monthly, quarterly, and annual financial statements.
  • Oversee general ledger, reconciliations, and journal entries.
  • Ensure accurate and timely management accounts.
  • Present financial reports to senior management.
  • Coordinating and managing month-end and year end process;
  • Work closely with HR to ensure timely submission of payroll input as per agreed deadlines;
  • Payroll and benefits administration;
  • Transfer of funds to salary account and upload of payroll payments on the banking system once payroll reports are approved;
  • Ensure financial management systems are in line with US Government rules and regulations, policies and procedures;
  • Ensure that Pact MW monthly end reports are processed and ready for dispatch to Pact HQ by the 4th working day of every month;

Compliance & Governance

  • Ensure compliance with applicable accounting standards.
  • Oversee tax compliance (VAT, PAYE, WHT, Corporate Tax).
  • Manage internal and external audits.
  • Ensure adherence to company policies and financial controls.
  • Cordinating tax year-end for Pact and ensure that the IRP5’s are processed together with Subsistence letters;
  • Statutory compliance and maintaining external stakeholders relations including donors.

Cash Flow & Treasury Management

  • Monitor cash flow and liquidity.
  • Manage banking relationships.
  • Oversee payments, collections, and credit control.
  • Coordinating and managing month-end and year end process;
  • Payroll and benefits administration;
  • Ensure financial management systems are in line with US Government rules and regulations, policies and procedures;
  • Ensure that Pact mw monthly end reports are processed and ready for dispatch to Pact HQ by the 4th working day of every month;

Grants Management

  • Oversee budget management of the project’s subaward pool and ensure accurate and timely disbursement and liquidation of subaward expenses.
  • Support subaward management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports, monitoring / compliance visits, and closeout.

Team Leadership

  • Supervise and develop finance staff.
  • Conduct performance reviews.
  • Improve finance processes and systems

Qualifications and Experience

Basic Requirements

  • Bachelor’s degree and 7+ years relevant experience or equivalent combination of education and experience, including 3 years of management experience.

Other local education and experience:

  • Bachelors’ Degree or Honors Degree in Financial management, Business Administration, Financial Accounting or other relevant field;
  • 5 years of relevant financial working experience;
  • 5 years accounting, operations and financial management of large-scale, complex, programs;
  • Experience in working with International NGO’s will be an added advantage
  • Demonstrated supervisory experience, interpersonal skills and team building experience;
  • Familiarity with USG financial reporting and compliance requirements;
  • Demonstrated experience and skills in developing and managing large budgets;
  • Proficiency in relevant computer applications and databases;
  • Good working knowledge of Microsoft Office(Word, Excel, Outlook and PowerPoint);
  • A customer service oriented individual with ability to deal with all service providers;
  • Excellent written and oral communication skills;
  • Must be a Malawian national or Mw permanent resident fluent in speaking English and at least one of the indigenous languages.
