Purpose of the Role

The HR & Administration Manager is responsible for leading all local Human Resources functions while overseeing administrative operations to ensure a compliant, efficient, and well-organized workplace. This role acts as the local HR authority, implementing global HR frameworks, ensuring compliance with labor laws, and driving people-focused initiatives, while also managing office administration, facilities, and internal processes that support business performance.

The position requires a strong HR professional with solid operational discipline, capable of balancing strategic people management with hands-on administrative leadership.

Key Responsibilities

Human Resources (Primary Focus)

  • Implement and enforce corporate HR policies in line with local labor laws and regional regulations.
  • Manage the full employee lifecycle: recruitment, onboarding, performance management, employee relations, learning & development, and offboarding.
  • Lead talent acquisition activities, ensuring hiring aligns with global recruitment policies and business needs.
  • Act as the main point of contact for employee relations, grievances, disciplinary procedures, and workplace conflict resolution.
  • Oversee compensation, benefits, and payroll administration in line with global frameworks and local market practices.
  • Drive performance management processes, succession planning, and employee development initiatives.
  • Design and deliver training programs, including compliance, ethics, leadership, and professional development.
  • Maintain accurate HR data, reporting, and analytics to support workforce planning and leadership decision-making.
  • Ensure compliance with occupational health, safety, and employee well-being regulations.
  • Partner with senior leadership on HR strategy, workforce planning, and organizational development.

Administration & Compliance (Secondary Focus)

  • Oversee day-to-day office administration, facilities management, and vendor relationships.
  • Ensure effective document control, records management, and data security.
  • Manage administrative budgets, cost control, and resource optimization in collaboration with finance.
  • Support internal and external audits, ensuring compliance with corporate and regulatory requirements.
  • Deliver compliance training programs and investigate policy or compliance violations.
  • Lead and coach administrative and departmental teams, promoting a culture of accountability and continuous improvement.
  • Implement process improvements, automation, and digital solutions to enhance efficiency.

Qualifications & Experience (HR-Focused)

Essential:

  • Bachelor’s degree in human resources, Business Administration, Industrial Psychology, or a related field.
  • Professional HR certification (e.g. CIPD, SHRM, HRCI, or equivalent) – strongly preferred.
  • Minimum At least 3 years in a senior HR role.
  • Strong knowledge of local labor laws, employee relations, and HR compliance.
  • Proven experience implementing HR frameworks in a multinational or structured corporate environment.
  • Advanced Excel skills with the ability to analyse, interpret, and present operational data.

Desirable:

  • Experience managing administrative or office operations alongside HR.
  • Exposure to compliance investigations, audits, and corporate governance.
  • Strong HR systems experience (HRIS, payroll, reporting tools).
