Position Summary
The MEAL Coordinator leads monitoring, evaluation, accountability, and learning across all GJU programmes, designing evidence-based systems to track quality and measure impact. This role manages EmpowerLine platform analytics (IVR and mobile app usage), CasePlus case management oversight, MalawiLII usage tracking, and paralegal network performance monitoring. The position requires integrating data from multiple projects and donors into unified dashboards using Power BI or similar tools, supporting both operational decisions and evidence-based advocacy.
Key Responsibilities
Multi-Project MEL System Management
- Design and maintain MEL frameworks spanning EmpowerLine Plus, Trócaire ICSP, Segal Family Foundation projects, and other donor initiatives
- Develop unified logical frameworks, indicators, data collection tools, and reporting templates across all programmes
- Create integrated dashboards using Microsoft Power BI for real-time monitoring of platform usage, case outcomes, and paralegal performance
- Conduct baseline, mid-term, and end-line assessments coordinated across multiple funding cycles
Digital Platform Analytics & Data Analysis
- Monitor EmpowerLine IVR and mobile app metrics: call volumes, case referrals, app downloads, user satisfaction, and resolution rates
- Track MalawiLII usage patterns, content engagement, and stakeholder feedback
- Analyse paralegal case data, mobile court outcomes, and Legal Aid Bureau referral effectiveness
- Lead quarterly programme reviews and adaptive management processes
Reporting, Learning & Accountability
- Prepare donor-specific narrative and statistical reports meeting diverse compliance requirements
- Lead organisational learning sessions, document lessons learned, and produce impact briefs
- Maintain beneficiary feedback mechanisms and ethical standards in data collection, particularly for GBV survivors
Required Qualifications & Experience
- Bachelor’s degree in Statistics, Social Sciences, Development Studies, or related field; Master’s preferred
- Minimum 5 years’ M&E experience, preferably in gender, human rights, or access to justice programming
- Proficiency in data analysis (SPSS, STATA, Excel) and visualisation tools (Power BI, Tableau)
- Experience with digital data collection platforms (ODK, Kobo, SurveyCTO, CommCare)
- Strong Results-Based Management knowledge and multi-donor reporting experience
