Role Context

The MEAL Senior Officer will be responsible for the implementation and oversight of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for CESVI projects in Malawi. This role is crucial for ensuring project quality, effectiveness, and impact, as well as fostering a culture of learning and accountability within the organization.

Responsibilities

  • Develop and implement comprehensive MEAL plans for all CESVI projects in Malawi.
  • Design and manage data collection tools and methodologies, ensuring data quality and integrity.
  • Conduct regular monitoring visits to project sites to assess progress against indicators and identify challenges.
  • Lead and coordinate project evaluations (mid-term, final, impact) in collaboration with internal and external stakeholders.
  • Establish and manage accountability mechanisms, including feedback and complaints response systems.
  • Facilitate learning events and workshops to share project findings and best practices.
  • Prepare and submit regular MEAL reports to CESVI headquarters and donors.
  • Provide technical support and capacity building to project staff on MEAL-related issues.
  • Ensure compliance with CESVI's global MEAL standards and donor requirements.

Qualifications

  • Master's degree in a relevant field such as International Development, Social Sciences, Statistics, or a related discipline.
  • Proven experience in designing and implementing MEAL frameworks for development projects.
  • Strong understanding of quantitative and qualitative data collection and analysis methods.
  • Experience with various evaluation designs and methodologies.
  • Excellent report writing and communication skills.
  • Proficiency in data analysis software (e.g., SPSS, Stata, R) is an asset.
  • Experience working with international NGOs and donors.
  • Fluency in English is required; knowledge of local languages is an advantage.

Experience Needed

  • Minimum of 5 years of progressive experience in MEAL roles, with at least 2 years in a senior position.
