AFAP Malawi is seeking a highly motivated and results-oriented Monitoring, Evaluation and Learning (MEL) Officer to support the implementation and performance management of its growing project portfolio.
PURPOSE OF THE ROLE
The MEL Officer will lead the coordination and implementation of monitoring, evaluation, data management, and learning systems across AFAP Malawi’s programmes. The role is central to ensuring the collection of high-quality data, supporting evidence-based decision-making, strengthening programme accountability, and demonstrating impact to donors, partners, and stakeholders.
The successful candidate will also support programme implementation, reporting, learning, and proposal development activities.
DUTIES & RESPONSIBILITIES
Monitoring, Evaluation and Learning Systems
- Support the design, review, and strengthening of MEL frameworks, theories of change, results frameworks, and indicator tracking systems.
- Develop and manage digital data collection systems using KoBoCollect, ODK, and related platforms.
- Maintain project MEL plans, IPTTs, and donor reporting tools in line with organizational and donor requirements.
- Support baseline studies, assessments, surveys, and programme evaluations.
Data Collection and Quality Management
- Coordinate routine field data collection activities across project districts.
- Conduct regular data quality assessments and implement corrective actions where required.
- Manage, clean, analyze, and securely store project datasets.
- Track programme performance and support adaptive management responses.
Reporting, Learning and Knowledge Management
- Prepare MEL inputs for donor reports, project updates, and internal reporting.
- Develop dashboards, data visualizations, briefs, and performance summaries.
- Facilitate programme learning and reflection sessions.
- Document impact stories, case studies, and beneficiary success stories.
Capacity Building and Technical Support
- Train field staff, Community Agribusiness Advisors (CAAs), and partners on data collection and reporting standards.
- Provide ongoing technical support and mentorship to programme teams on MEL systems and processes.
Programme Implementation Support
- Participate in project planning, coordination, and field implementation activities.
- Support beneficiary profiling, registration systems, and compliance tracking.
- Assist in documenting field activities, stakeholder engagements, and project events.
Business Development and Resource Mobilization
- Contribute MEL inputs to concept notes, proposals, logframes, and donor submissions.
- Support the development of evidence packages and impact data for fundraising and donor engagement.
- Assist with needs assessments and situational analyses for new programme development.
MINIMUM REQUIREMENTS:
Education
- Bachelor’s degree in Agriculture, Agribusiness, Economics, Statistics, Development Studies, or a related field.
- A postgraduate qualification in Monitoring & Evaluation, Project Management, or a related discipline will be an added advantage.
Experience
- Minimum of three (3) years’ experience in monitoring, evaluation, and learning within a donor-funded NGO or development environment.
- Proven experience using KoBoToolbox, ODK, or similar digital data collection platforms.
- Strong experience in quantitative and qualitative data analysis and donor reporting.
- Experience in agriculture, agribusiness, or food systems programmes is highly desirable.
Technical Competencies
- Strong proficiency in Microsoft Office Suite, especially Excel.
- Experience with dashboard creation, data visualization, and reporting tools.
- Excellent analytical, organizational, and problem-solving skills.
Additional Requirements
- Fluency in English and Chichewa.
- Willingness to travel regularly to project districts, including remote areas.
- A valid driver’s license is an added advantage.
