POSITION SUMMARY:

The M&E Advisor will manage various M&E initiatives connected to the ANAPA project. The main goals are improving patient engagement, healthcare services, beneficiary outcomes, and data management. The Monitoring and Evaluation Advisor is responsible for designing and implementing the organization’s monitoring and evaluation framework and information system to track delivery against all programs’ targets, outcomes, and impacts. He/she will support the project with the analysis of data collected to assess progress and areas of improvement, and overall data management. He/she will guide reporting processes amongst sub-partners and technical staff and consolidate program reports. He/she will promote learning and knowledge sharing of the best practices and lessons learned.

Responsibilities or duties

PRINCIPAL RESPONSIBILITIES:

Technical Responsibilities

  • Assist with the development, design, and modification of data collection and reporting tools as per standardized programmatic approaches.
  • Ensure adherence to established work plans and donor guidelines, standards, policies, and priorities.
  • Collect, aggregate, analyse, and prepare data for reporting to Head Quarters and donors on a weekly, monthly, quarterly, and annual basis, ensuring timely submission of reports.
  • Assist sub-partners and other stakeholders in developing robust M&E and Continuous Quality Improvement systems that will allow accountability for programming to Project HOPE and the donor.
  • Provide updated technical information to sub-partners as it becomes available.
  • Design practical training courses for various target audiences in the implementation of programs, monitor and evaluate the use of M&E data and report progress to key stakeholders.
  • Respond to requests from other sub-partners, ministries, and other stakeholders for information and technical assistance on monitoring and evaluation and research activities.
  • Contribute to the planning, development, and implementation of data systems, products, and services to integrate national data collection systems and ensure data quality, security utilization, and harmonization.
  • Participate in the development and implementation of the operational research, including the dissemination of findings.

Managerial Responsibilities:

  • Organise and coordinate regular weekly, monthly, and quarterly review meetings.
  • Provide training and mentoring support to partners and staff to ensure the implementation of robust M&E systems under the technical supervision of the Strategic Information (SI) and M&E Director.
  • Provide managerial support and mentorship to three Program Officers and other staff and sub-awardees where appropriate.
  • In collaboration with the M&E officer, conduct monthly continuous quality improvement and reporting and data quality assurance visits to.
  • Facilitate informal training sessions to ensure in-house staff and partner staff are up to date with monitoring and evaluation, mentorship and supervision standards and protocols.
  • Represent the organization at relevant fora.
  • Perform other reasonable duties as assigned.

Qualifications or requirements (e.g., education, skills)

MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  • Master’s degree in public health, statistics, or M&E or equivalent qualification.
  • 7 years of program management/technical experience, specifically in M&E of health programs. PEPFAR/DREAMS/OVC experience strongly preferred.
  • Demonstrated experience in setting up and managing M&E systems that track performance per the objectives.
  • Knowledge of donor M&E systems, especially the US Government.
  • Proven ICT skills in Microsoft Office and Database management on at least one of the following: Excel, EPI info, SPSS, SAS, STATA.
  • Good research and analytical skills.
  • Ability to work in Malawi.
  • Strong interpersonal and communication skills that allow for productive cooperation with duty station employees and regional teams.
  • Proficiency in team motivation, including presentations, training, mentoring, and skill transfer.
  • Excellent fluency in written and verbal communication and the capacity to produce regular activity and program status reports.
  • Excellent analytical abilities.
  • Skilled in report writing, presenting methods, and information technology.
  • Able to lead a team or project, manage several priorities, and operate with little guidance or supervision.
  • Demonstrates critical and creative thinking skills.
