The consortium of Federation of Disability Organisations in Malawi (FEDOMA), Malawi Council for Disability Affairs (MACODA) in partnership with AGRA is implementing a 34-month project (November 2025–August 2028) aimed at creating 16,000 work opportunities in agriculture for youth with disabilities and refugees in Malawi.

The project, “Creating Work Opportunities in Agriculture for Youth with Disabilities and Refugees in Malawi”, is particularly focused on promoting economic empowerment and livelihoods of these vulnerable and marginalised groups through decent work and jobs in agriculture.

This project will target 21,000 young women and men (16,000 youth with disabilities and 4,000 refugees) across 15 districts in five (5) Agricultural Development Divisions (ADDs): Lilongwe, Kasungu, Machinga, Salima, and Mzuzu. The targeted value chains include soybeans, maize, groundnuts, poultry production, beekeeping, piggery, and horticulture.

The overall objective of the project is to create 16,000 work opportunities in agriculture for youth with disabilities and refugees in Malawi by December 2027.

To effectively implement the project, the consortium is seeking to recruit qualified and experienced personnel and applications are invited to fill the following position existing within the project.

MONITORING AND EVALUATION OFFICER

Position : Monitoring and Evaluation (M&E) Officer

Reporting to : Programme Coordinator and Programme Manager

Duty Station : Lilongwe

Contract Type : Project-based

1. PURPOSE OF THE POSITION

The Monitoring and Evaluation (M&E) Officer will be responsible for designing and implementing a robust M&E system to track progress, assess performance, and measure outcomes of the project activities.

The role ensures evidence-based decision-making, accountability, and learning for successful realisation of the project outcomes and objectives while sustainably improving the implementation of the interventions and activities under the project.

2. KEY DUTIES AND RESPONSIBILITIES

Monitoring and Evaluation

  • Develop and implement the project M&E framework, including indicators, data collection tools, and reporting schedules.
  • Monitor project performance against approved work plans, logframes, and targets.
  • Conduct routine field monitoring visits to verify implementation and data quality.

Data Collection, Management, and Analysis

  • Collect, analyse, and manage quantitative and qualitative agricultural data.
  • Ensure data is disaggregated by gender, age, and disability where applicable.
  • Maintain and update M&E databases and filing systems.

Reporting and Learning

  • Prepare periodic M&E reports (monthly, quarterly, and annual) for management and donors.
  • Document lessons learned, best practices, case studies, and success stories.
  • Support learning and adaptive management through data-driven recommendations.

Baseline, Midline, and End-line Assessments

  • Coordinate baseline, mid-term, and end-line surveys and evaluations.
  • Support external evaluations and audits when required.
  • Develop terms of reference (ToRs) for evaluations where necessary.

Accountability and Compliance

  • Ensure compliance with donor M&E requirements and organisational policies.
  • Support accountability mechanisms, including beneficiary feedback and complaints systems.

3. QUALIFICATIONS

Academic Qualifications

  • Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Agricultural Economics, Development Studies, or a related field.
  • A Postgraduate Diploma or Master’s Degree in M&E or Development Studies is an added advantage.

4. EXPERIENCE

  • Minimum of 3–5 years’ experience in M&E for agricultural or rural development projects.
  • Experience in designing logframes, indicators, and data collection tools.
  • Practical experience working with farmer groups and community-based projects.
  • Experience with donor-funded projects is highly desirable.

5. SKILLS AND COMPETENCIES

Technical Skills

  • Strong knowledge of M&E concepts, tools, and methodologies.
  • Ability to design surveys, questionnaires, and data collection tools.
  • Data analysis skills using software such as Excel, SPSS, STATA, or Power BI.
  • Knowledge of agricultural indicators (yields, productivity, adoption rates, income, food security).
  • Understanding of gender, youth, and disability disaggregated data in M&E processes.

IT and Data Skills

  • Proficiency in MS Excel, Word, and PowerPoint.
  • Experience with mobile data collection tools (e.g. KoboToolbox, ODK, CommCare) is an added advantage.
  • Data quality assurance and database management skills.

Soft Skills

  • Strong analytical and problem-solving skills.
  • Excellent report writing and presentation skills.
  • Good communication and facilitation skills.
  • High attention to detail and accuracy.
  • Ability to work independently and under minimal supervision.
