Background

Pesticides Control Board (PCB) was established as a Statutory Corporation by an Act of Parliament of 2000 (CAP. 35:03), amended in 2018, to control and manage pesticides trade, use and disposal in Malawi. It is guided by the Board of Directors who have the overall responsibility over its strategic leadership, control and performance.

Key Functions and Responsibilities of the Board:

  • Register pesticides and issue certificates, licenses and permits, in accordance with the Act;
  • Monitor and control the import, export, manufacture, distribution, sale, storage, use and disposal of pesticides in Malawi;
  • Conduct public educational campaigns on the safe handling and use of pesticides;
  • Advise the Minister on matters related to pesticides
  • Prevent smuggling of pesticides and manage pesticides stocks at national level
  • Monitor disposal of empty or used pesticide containers and decontamination of sites contaminated with pesticides;
  • Dispose of any quantities of any pesticide or pesticide waste;
  • Propose regulations to be made under this Act by the Minister.

In pursuit of its mandate, the Board is inviting applications from suitably qualified Malawians to fill the vacant positions that exist within the Board.

MONITORING AND ENFORCEMENT SECTION

Post: Principal Monitoring and Enforcement Officer

Grade: P3

Reporting to: Chief Monitoring and Enforcement Officer

Responsible For: Senior Monitoring and Enforcement Officer

Key Duties

  • Preparing and budgeting for inspection schedules
  • Monitoring and evaluating registration information of products, applicators and businesses for compliance with the Board’s regulations:
  • Conducting routine inspections of borders, warehouses and open markets to ensure only authorised pesticides are in circulation and that good practice is maintained
  • Preparing and budgeting for inspection schedules

  • Conducting routine inspections of borders, warehouses and open markets to ensure only authorised pesticides are in circulation and that good practice is maintained
  • Conducting fact finding interviews to collect information and evidence, verify facts and take statements for pesticides incidences.
  • Preparing statements and securing exhibits recovered in course of inspections for police prosecutors to support their cases in court of law in accordance with the Board’s Act;
  • Conducting inspections in pesticides distributors, shops and manufacturers to ensure good storage and manufacturing practices;

  • Reviewing statements concerning products ingredients conformance to regulatory requirements.
  • Preparing reports on findings of the inspections.
