Position Overview
The Project Finance Manager plays a pivotal role in overseeing all financial aspects of the Mpatamanga Hydropower Storage Project, directly supporting the Project Finance Director. The role focuses on disbursement management, compliance with financing agreements, and transparent communication with lenders, shareholders, and key stakeholders, including the World Bank Group.
The Project Finance Manager will lead the execution of financial reporting protocols and support effective risk management measures, contributing to the project’s financial sustainability and overall success.
Project Background
The Mpatamanga Hydropower Storage Project is a landmark Public-Private Partnership (PPP) in Malawi’s energy sector. It is being developed by EDF, TotalEnergies / SN Power, the Government of Malawi, and the World Bank Group. With an estimated cost of approximately USD 1.5 billion, the project is one of the largest PPPs under development in Africa.
The project is expected to double Malawi’s installed electricity generation capacity, stimulate economic growth, and position Malawi as a regional exporter of electricity.
Core Responsibilities
a) Disbursement Management
- Oversee the disbursement process to ensure timely allocation and flow of funds in line with financing agreements.
- Maintain strict accuracy, transparency, and compliance in all disbursement activities.
b) Lender Relations
- Serve as the primary point of contact for Development Finance Institutions (DFIs) and the World Bank.
- Address financial inquiries, facilitate communication, and ensure continuous compliance with lending requirements.
c) Compliance Monitoring
- Ensure adherence to all financing agreements, including financial covenants, reporting obligations, and audit requirements.
- Support regulatory and contractual compliance at all stages of the project.
d) Shareholder and Stakeholder Coordination
- Collaborate with shareholders’ finance teams to align financial strategies and reporting practices.
- Communicate financial performance and updates to meet stakeholder expectations.
e) Financial Reporting
- Develop and enhance detailed financial reporting frameworks for shareholders and lenders.
- Prepare periodic financial reports, presentations, and updates covering project finance status, disbursements, and key financial metrics.
f) Risk Management
- Identify, assess, and mitigate financial risks.
- Implement robust financial controls and risk mitigation strategies to safeguard project finances.
g) Strategic Financial Communication
- Lead communication on financial matters with shareholders, lenders, and other stakeholders.
- Provide clear, timely updates to ensure alignment with financial objectives and funding progress.

Requirements
Qualifications
- Master’s degree in Finance, Accounting, or a related field.
- CFA or CPA certification is highly desirable.
Experience
- Minimum of 7–10 years’ experience in project finance, with a strong focus on disbursements and lender relations.
- Strong knowledge of PPPs, DFIs, and World Bank financing structures.
Skills & Competencies
- Excellent communication, organizational, and stakeholder management skills.
- Fluency in English is required.
