Tiwale Limodzi Foundation, a nonprofit institution of the Catholic Archdiocese of Lilongwe, is seeking Program Manager and Project Officer on part time

Project Officer – Rural Clean Energy & Green Enterprise Initiative (PART TIME)

Position Summary for Project Officer:

Reporting to the Program Manager, you will coordinate the day-to-day implementation of the Rural Clean Energy and Green Enterprise Initiative. You will drive project activities, community mobilization, technical training, and monitoring, ensuring all efforts align with the Foundation’s strategic goals, donor requirements, and Catholic Social Teaching.

Key Responsibilities

1. Project Planning & Implementation

  • Execute project activities according to approved work plans, budgets, and timelines.
  • Lead community entry processes, engaging Traditional Authorities, Parish structures, and local development committees.
  • Mobilize youth and women into production groups and oversee the installation/operation of briquette presses and production centers.

2. Technical Training & Capacity Building

Vocational & Continuing Education

  • Train community groups in biomass sourcing, briquette production, stove construction, and equipment maintenance.
  • Provide ongoing mentorship in business development, enterprise management, and quality control.
  • Establish and enforce production and record-keeping standards.

3. Community Engagement & Environmental Conservation

  • Spearhead awareness campaigns on clean cooking, forest conservation, climate adaptation, and household energy efficiency.
  • Partner with District Forestry Offices to coordinate tree planting and ecosystem restoration.
  • Drive behavioral change and adoption of sustainable energy practices.

4. Monitoring, Evaluation, & Reporting (MEAL)

  • Conduct baseline surveys and regular field assessments.
  • Manage project data, including production metrics, adoption rates, and income generation.
  • Prepare timely monthly, quarterly, and annual reports for management and donors.

5. Stakeholder Coordination

  • Serve as the primary liaison between the Foundation, District Councils, government departments, and community partners.
  • Facilitate market linkages to help communities sell briquettes and improved stoves.

6. Financial & Administrative Oversight

  • Ensure accountable use of project resources, equipment, and supplies.
  • Support inventory management, procurement planning, and sustainability mechanisms for group finances.

Qualifications & Experience

Education: Bachelor’s degree in Development Studies, Environmental Science, Forestry, Natural Resource Management, Agriculture, or a related field.

Experience:

  • Minimum 3 years in community development, climate resilience, or renewable energy projects.
  • Proven experience in community mobilization and participatory development.
  • Experience in MEAL and project reporting.

Technical Skills: Proficiency in MS Office (Word, Excel, PowerPoint).

Assets: Experience in value-chain development/enterprise income-generation and a valid motorcycle license.

Attributes: High integrity, strong leadership, cultural sensitivity, and a firm commitment to Catholic Social Teaching and environmental stewardship.

Requirement: Must be willing to travel extensively within project districts.
