Background

Jhpiego, is seeking a highly qualified Public–Private Partnerships (PPP) WASH Advisor to provide overall technical leadership for the design, implementation, and oversight of all WASH interventions under the project. The Advisor will support the operationalization of innovative PPP models, strengthen WASH infrastructure, enhance health facility WASH and infection prevention and control (IPC) systems, and engage both public and private sector stakeholders to ensure high‑quality and sustainable service delivery. The role will also focus on promoting revenue generation for district councils and improving public health outcomes.

The Public–Private Partnerships (PPP) WASH Advisor WASH Advisor will work in close coordination with government counterparts, Water Boards, private water operators, development partners, and communities to ensure effective planning, implementation, and accountability across all project activities.

The Advisor will be based in Lilongwe, Malawi reporting directly to the Project Director. This is a short‑term assignment.

Responsibilities

Technical Leadership and Strategy

  • Provide technical oversight for all WASH interventions, ensuring alignment with national WASH policies, strategies, and standards.
  • Lead the design and implementation of sustainable water supply and sanitation models with a strong focus on operations, maintenance, and accountability.
  • Ensure integration of WASH interventions with health, nutrition, and infection prevention and control (IPC) priorities.

Public-Private Partnership (PPP) Development

  • Support the design, operationalization, and monitoring of PPP models for rural and health facility water supply outside Water Board catchment areas.
  • Support the design and operationalization of PPP models for expanding water access in underserved areas.
  • Facilitate engagement with private operators, including capacity-building for business operations, service delivery, and maintenance systems.
  • Support tariff-setting, service-level agreements, and mechanisms for cost recovery and local government revenue flows.

Health Facility WASH and IPC

  • Provide technical guidance on WASH infrastructure improvements in rural health facilities.
  • Support training, mentorship, and supportive supervision of health facility staff on WASH and IPC standards.
  • Ensure health facility WASH interventions contribute to the prevention of cholera and other waterborne and healthcare-associated infections.

Water Board and Private Sector Engagement

  • Support strategic partnerships with Southern Water Board, Central Region Water Board, and private sector actors, including the proposed Southern Water Board–Illovo Sugar PPP.
  • Provide technical input on expanding water supply systems to underserved rural areas through innovative private operator models.
  • Facilitate coordination between Water Boards, district councils, and private sector partners.

Stakeholder Coordination and Government Engagement

  • Serve as a technical liaison with the Government of Malawi, district councils, and development partners.
  • Support district-level planning, capacity strengthening, and oversight for WASH service delivery.
  • Contribute to policy dialogue on alternative financing mechanisms for the WASH sector.

Monitoring, Learning, and Reporting

  • Support the development and use of performance indicators to track functionality, sustainability, and financial viability of WASH systems.
  • Document lessons learned and best practices related to PPPs, private sector engagement, and sustainable WASH service delivery.
  • Contribute to technical reports, donor updates, and learning products.

Required Qualifications

  • Advanced degrees in Water Resources Management, Environmental Engineering, Public Health, Development Studies, or a related field.
  • Minimum of 8–10 years of progressive experience in WASH programming, preferably in low- and middle-income countries.
  • Demonstrated experience designing or managing PPP or market-based models for water or sanitation services.
  • Strong understanding of rural water supply systems, operations and maintenance, and sustainability challenges.
  • Experience of working with government institutions, Water Boards, district councils, and private sector actors.
  • Proven experience supporting health facility WASH and IPC interventions.
  • Strong analytical, coordination, and stakeholder engagement skills.
  • Excellent written and verbal communication skills in English; knowledge of Chichewa is an advantage.

Preferred Competencies

  • Experience working on US funded programs.
  • Knowledge of Malawi’s WASH policy and institutional landscape.
  • Ability to operate in complex, multi-stakeholder environments.
  • Strong problem-solving skills with a focus on practical, scalable solutions.
  • Ability to interact with established networks of senior level international health professionals, ministry of health officials and other partners
  • Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
  • Ability to travel to districts
  • Proficiency in word processing, Microsoft Office

Level of Effort

  • Full-time during the project period
  • Travel within project districts required
