Job Overview
The Technical Advisor – Resilience will provide specialist technical leadership in climate-resilient infrastructure, WASH engineering, irrigation systems, disaster risk reduction, and community resilience programming.
The role will ensure the delivery of high-quality, sustainable, and climate-smart interventions while supporting programme implementation, capacity building, and stakeholder engagement.

Key Responsibilities
Technical Leadership and Programme Support
- Provide technical oversight for WASH and resilience infrastructure interventions.
- Review engineering designs, specifications, drawings, and Bills of Quantities (BoQs).
- Ensure compliance with engineering standards, best practices, and climate adaptation principles.
- Conduct infrastructure quality inspections and technical monitoring visits.
- Support climate and environmental risk assessments.
- Build the technical capacity of programme staff, contractors, government stakeholders, and communities.
- Develop technical guidance materials, tools, and training resources.
- Contribute to proposal development, donor reports, and programme strategies.
- Represent Concern Worldwide in resilience and climate adaptation coordination forums.
Qualifications and Skills
- Bachelor’s Degree in Civil Engineering, Water Engineering, Environmental Engineering, Irrigation Engineering, Environmental Science, Disaster Risk Reduction, or a related field.
- Minimum of five (5) years of relevant professional experience.
- Strong expertise in WASH engineering and climate-resilient infrastructure.
- Experience in infrastructure design, supervision, and quality assurance.
- Knowledge of flood mitigation, drainage systems, and irrigation infrastructure.
- Strong communication, partnership-building, and stakeholder engagement skills.
- Proficiency in Microsoft Office applications.
