Position Overview

Pact is initiating a new activity in Malawi as part of the ACHIEVE project, a global project funded through the U.S. Department of State. The activity in Malawi will focus on accelerating triple elimination of HIV, syphilis, and hepatitis B while reducing maternal and child mortality in priority geographies, through integration with ACHIEVE/Malawi’s ongoing maternal, newborn, and child health and nutrition services activity. The activity will include elements of testing and treatment of HIV, syphilis, and hepatitis B among mothers and infants; HIV self-testing; pre-exposure prophylaxis (PrEP); integration with ante-natal care, labor and delivery, and post-natal care services; and community-based case management for mother-baby pairs; along with a major emphasis on measuring and documenting outcomes.Local business partnerships

The Triple Elimination Technical Lead will serve as ACHIEVE/Malawi’s senior technical lead on interventions implemented under the triple elimination of HIV, syphilis, and hepatitis B activity.

It is anticipated that this will be a six-month (maximum) position.

Key Responsibilities

Key Responsibilities:

  • Provide technical leadership in the design, coordination, implementation, and supervision of the ACHIEVE project’s activities aimed at accelerating the triple elimination of HIV, syphilis, and hepatitis B at facility and community levels.
  • Ensure integration of triple elimination activities with ACHIEVE’s ongoing MNCH and nutrition activities, in line with the triple elimination model.
  • Lead the operationalization of approaches for strengthening commodities management, HRH deployment, and health information systems related to the triple elimination interventions, in coordination with other ACHIEVE technical and monitoring/evaluation staff.
  • Oversee activities (training, mentoring, etc.) designed to strengthen the capacity of District Health Management Teams (DHMTs) to plan, implement, and monitor project triple elimination activities.
  • Ensure the application of and adherence to quality of care standards in the implementation of the project’s triple elimination activities.
  • Coordinate with M&E staff to design and implement evaluation and documentation protocols.
  • Provide technical guidance, mentorship and coaching, supportive supervision on triple elimination activities to district-level Technical Officers and District Technical Managers.
  • Ensure collaboration and coordination with government and other key stakeholders to improve quality, coordination, and monitoring of triple elimination activities.
  • Monitor implementation of Triple Elimination activities to ensure timely completion of objectives and targets.
  • Oversee the development of needed technical guidance, tools, job aids, training materials, and/or components of project technical deliverables (workplans, reports, etc.).
  • Use data to inform and improve decision making on triple elimination interventions and project adjustments, particularly for improving quality of care.
  • Represent ACHIEVE in relevant technical working groups and in planning, coordination, and performance review meetings.
  • Work closely with the U.S. DOS, government, implementing partners, and other relevant stakeholders to identify, document, and disseminate best practices relevant to the triple elimination activity.
  • Other duties as required.

Basic Requirements

  • Minimum of a bachelor’s degree in nursing and Midwifery, Degree in Public Health, Health Management or relevant health field. Those with advanced post-graduate training in Public Health will have an added advantage.
  • At least 5-7 years’ experience delivering, overseeing, and providing technical assistance in areas related to this activity.
  • Experience working at both health facilities and community levels.
  • Strong familiarity and technical understanding of Triple Elimination of HIV, syphilis and Hep B and familiarity with other relevant components of this activity, including PMTCT, HIV self-testing, PrEP, and/or community case management.
  • Experience with health systems strengthening, including integration of service delivery, commodity/supply chain, HRH, and health information systems.
  • Experience providing technical assistance, capacity strengthening, supportive supervision, and performance monitoring.
  • Demonstrated experience leading successful teams, achieving deliverables on time and within budget, and interacting effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
  • Ability to develop and maintain strong relationships with government and civil society stakeholders.
  • Strong analytical, presentation, communication and reporting skills.
  • Sound IT knowledge and skills in word processing, spreadsheet, databases, presentations
  • Ability to work independently, good leadership and communication skills, ability to work with people from all backgrounds
  • Excellent written and spoken English.
  • Ability to speak Chichewa and others local languages.

Preferred Qualifications

  • A minimum of 5-7 years’ experience working directly with clients/patients in a clinical setting.
  • Knowledge of USG rules, regulations, and policies.
  • Familiarity with implementation science and/or program evaluation.
  • Provide technical leadership in the design, coordination, implementation, and supervision of the ACHIEVE project’s activities aimed at accelerating the triple elimination of HIV, syphilis, and hepatitis B at facility and community levels.
