Position Overview

The Digital Health Lead will provide strategic and technical leadership for the design, implementation, and scale-up of digital health systems under the ACHIEVE project. The role will support the implementation and strengthening of the Integrated Community Health Information System (iCHIS) and other Ministry of Health digital platforms to improve health service delivery, data quality, and data use for decision-making.Health

The Digital Health Lead will work closely with the Ministry of Health Digital Health Division, Community Health Services Section, and other stakeholders to support integration, functionality, and sustainability of digital health systems at community, facility, district, and national levels. The role will also support the development and deployment of PACT’s internal information management system while ensuring alignment with national digital health strategies and interoperability standards.

Responsibilities or duties

Digital Health Strategy and Leadership

  • Provide strategic leadership for digital health interventions and work closely with ACHIEVE project ICHIS partner.
  • Ensure alignment with the Ministry of Health Digital Health Strategy.
  • Provide technical guidance on digital health solutions supporting service delivery and monitoring.
  • Promote sustainability of digital health systems within the national health system.

Implementation of Integrated Community Health Information System (iCHIS)

  • Lead and coordinate activities supporting rollout and strengthening of iCHIS.
  • Support integration of iCHIS with national systems such as DHIS2.
  • Coordinate training and technical support for health workers and district teams.
  • Improve functionality, reporting, and data quality of iCHIS.

Development of PACT Information Management Systems

  • Lead development and deployment of PACT’s project information management system.
  • Ensure interoperability between project systems and national health systems.
  • Develop dashboards and data visualization tools for program monitoring.
  • Ensure secure data storage and governance.

Digital Health Coordination and Stakeholder Engagement

  • Represent the project in national digital health technical working groups.
  • Coordinate with Ministry of Health Digital Health Division and partners.
  • Provide technical input to national digital health planning discussions.
  • Support implementation of digital platforms at facility and community levels.
  • Identify opportunities for system integration and harmonization.

Capacity Building and Technical Support

  • Train and mentor district health teams and frontline workers on digital health tools.
  • Strengthen district capacity for digital data management and use.
  • Provide troubleshooting support and technical guidance.

Qualifications or requirements (e.g., education, skills)

Basic Requirements

  • Master’s degree in digital health, Health Informatics, Information Systems, Computer Science, or related field.

Preferred Qualifications

  • Experience implementing health information systems such as DHIS2 or community health platforms.
  • Experience working with the Ministry of Health digital health programs.
  • Experience supporting system integration and interoperability.
  • Experience in USAID/US Department of State -funded health programs preferred.

Key skills:

  • Strong understanding of digital health architecture and health information systems.
  • Knowledge of DHIS2 configuration.
  • Experience with opensource data visualization and dashboards.
  • Strong stakeholder coordination and communication skills.
  • Strong project management and problem-solving skills.

Experience needed

  • Minimum 7 years’ experience in digital health systems implementation.
  • Provide strategic leadership for digital health interventions and work closely with ACHIEVE project ICHIS partner.
