The Malawi Revenue Authority (MRA), an organization entrusted with the assessment, collection, and accounting for tax revenues for the Malawi Government is inviting applications from versatile and suitably qualified candidates to fill the above vacant position in the ICT Division.
Overall Objective
Oversee planning and execution of ICT strategy; management of ICT operations and ICT Infrastructure; and implementation of enterprise ICT systems to support business operations in order to improve cost effectiveness and service quality in a secured ICT environment in line with the Authority Corporate Strategy
Responsibilities or duties
- Reviewing performance of ICT systems and ICT Infrastructure to determine operating costs, productivity levels, and upgrade requirements in order to make recommendations on improvements.
- Coordinating and facilitating consultation with stakeholders to define business and systems requirements for new technology implementations.
- Coordinating development and implementation of all ICT policies, standards and procedures, including those for architecture, risk and security, disaster recovery, purchasing, and service provision.
- Formulating and deploying long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies.
- Formulating, tracking, and controlling the annual operating and capital information technology budgets.
- Leading ICT operational and strategic planning to achieve business goals by fostering innovation, prioritizing ICT initiatives, and coordinating the evaluation, deployment, and management of current and future ICT systems across the organization.
- Leading in identification of opportunities for the appropriate and cost-effective investment of financial resources in ICT systems and resources, including staffing, sourcing, purchasing, and in-house development.
- Leading in reviewing hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.
- Leading the planning and delivery of its ICT programs and projects, which includes playing the role of Project Manager on all ICT and related projects.
- Overseeing ICT division operational and strategic planning, including business requirements, project planning, organizing and negotiating the allocation of resources.
- Overseeing development and maintenance of an appropriate ICT organizational structure that supports the needs of the business
- Overseeing planning and execution of training plans for capacity building for the division.
Qualifications or requirements (e.g., education, skills)
- Minimum of a Master’s Degree in Computer Science or Information Technology or Business Information System or any ICT related field
- Communications & Media Studies
Experience needed
- At least ten (10) years’ experience managing ICT operations in a large organization

- Must have ability to develop and implement ICT strategies aligned with MRA goals
- Must have proven experience in leading ICT teams and managing budgets.
- Must have strong demonstrated planning, organizing, and coordinating skills.

- Must have strong budgeting and resource management skills.
- Must have strong leadership and interpersonal skills.
- Must possess a demonstrated ability for risk management.
- Successful candidates before being appointed will undergo an extensive background check of their integrity. Only when the vetting exercise is favourable shall the Authority make the appointment.
