The Head of Finance and Administration will be responsible for overseeing the financial and operational efficiency of LIN-Malawi. This role will involve leading the budgeting, financial planning, reporting, and auditing processes, ensuring compliance with relevant laws and donor requirements. Additionally, the Head will provide strategic direction on administrative functions, including procurement, logistics, asset management, and office operations.
Duties & Responsibilities
A. Financial Management and Oversight
- Oversee all financial operations, including accounting, budgeting, financial planning, reporting, and analysis.
- Develop and manage annual budgets and ensure alignment with project goals and donor requirements.
- Ensure compliance with financial policies, donor regulations, and national laws (e.g., tax, labour, and NGO registration laws).
- Monitor cash flow, investments, and financial forecasts to maintain sustainability.
- Review bank reconciliations, financial statements, balance sheets, income statements, and cash flow reports for Country Representative approval.
- Oversee external audits and ensure timely responses to audit findings.
- Implement internal controls to safeguard assets and prevent fraud or misuse of funds.
B. Donor and Grant Management
- Review financial reports for donors and funding agencies for all projects.
- Ensure proper cost allocation by aligning with budgets and using proper cost drivers for pool costs and ensuring documentation for donor-funded projects are properly done.
- Monitor project budgets and expenditures against approved grant budgets.
- Support proposal budgeting and cost analysis for new funding applications.
- Maintain accurate grant records and support financial due diligence processes.
C. Administrative
- Oversee administrative operations, including procurement, logistics, and office management.
- Ensure compliance with labour laws and organizational Human Resources policies.
- Develop and implement administrative policies and procedures for efficiency and accountability.
- Supervise administrative and support staff, fostering teamwork and capacity building.
D. Human Resources
- Oversee the following HR functions;
- HR planning and coordination,
- Recruitment and selection.
- Training and development
- Employee relations and welfare
- Payroll and benefits administration.
- Performance management.
- Policy and compliance.
E. Governance and Compliance
- Advise senior management and the Board on financial strategy and risk management.
- Ensure compliance with NGO registration, statutory filings, and reporting requirements.
- Liaise with government agencies, regulatory bodies, auditors, and development partners.
- Support the Country Representative in preparing materials for board meetings and strategic reviews.
F. Strategic Leadership, Organization Development, Risk Management and Policy Development
- Contribute to strategic planning and ensure financial sustainability strategies are incorporated in alignment with organizational goals and core values.
- Provide leadership in developing financial and operational strategies to enhance efficiency for the organization.
- Support capacity building for finance and administrative staff through training and mentorship programs.
- Ensure technology systems (e.g., accounting software; quick-books, sage, Human Resources databases) support the organization’s operations.
- Identify and manage financial and operational risks facing the organization.
- Develop and update finance, procurement, and human resources policies to align with best practices in the NGO set up and as per governing laws.
- Oversee insurance, asset protection, and safety measures for personnel and property.
Education & Experience
- ACCA, a minimum of a master’s degree in finance, Accounting, or Business Administration.
- Be an ICAM registered member
- At least 7-10 years of progressive experience in financial management and administration, with a minimum of 5 years in a senior leadership role.
- Proven experience working with donor-funded programs (e.g., CDC, USAID, Global Fund) and in preparing donor financial reports and audits.
- Experience in managing both finance and administration, including procurement, logistics, payroll, asset management, and human resource support functions.
- Strong understanding of Malawi’s tax laws, statutory payments, financial regulations, and labour laws.
- Demonstrated experience coordinating external audits, preparing statutory financial statements, and maintaining compliance with both local and international financial reporting standards (e.g., IFRS).
- Proficiency in financial software (e.g., QuickBooks, Sage, SAP, or other ERP systems) and advanced Microsoft Excel skills.
- Proven leadership and team management skills, including the ability to mentor, train, and supervise finance/admin staff effectively.
- Excellent communication and interpersonal skills with the ability to work with internal teams and external stakeholders including government bodies, auditors, and donors.

Knowledge on Prevention of Sexual Exploitation and Abuse, is a prerequisite for both positions. The above role falls under Category VI of LIN’s salary framework with an expected annual gross salary between MWK 49,000,000 and MWK 72,300,000, commensurate with experience and level of responsibility. Placement within the stated salary range will be based on the candidate’s experience, qualifications, and level of expertise.
