Monitoring and Evaluation Officer

MicroLoan Foundation (Malawi) Limited is a premier microfinance institution that provides financial services and training support to help women establish and manage sustainable businesses in their communities. We are currently seeking a dynamic, energetic, and detail-oriented individual to work as a Monitoring & Evaluation Officer.

OVERVIEW

MicroLoan Foundation is implementing a 2-year FARMSE-funded project aimed at increasing access to formal financial services and strengthening women’s capacity to engage in economic activities. We are seeking a motivated and detail-oriented Monitoring & Evaluation (M&E) Officer to track project performance, ensure data quality, and support evidence-based decision-making.

WHAT YOU WILL DO

Below is a summary of what you will do:

1. Increase Access to Formal Financial Services

  • Track and report progress toward reaching 23,000 female clients, including 12,000 new clients.
  • Monitor disbursement of business and agricultural loans against targets.
  • Track Portfolio at Risk (PAR30) and flag any deviation above the 5% threshold.
  • Monitor the proportion of loan repayments made through mobile money against the 95% target.

2. Strengthen Women’s Capacity to Engage in Economic Activities

  • Monitor participation of clients in Centre meetings and peer learning sessions.
  • Track delivery of financial literacy training to female clients.
  • Monitor the proportion of clients making regular savings deposits against the 95% target.

3. Outcome Monitoring

  • Support monitoring of the average increase in client profits.
  • Support monitoring of the proportion of clients who report improved food security.
  • Support monitoring of the proportion of clients who report improvements in housing or household assets.

4. Monitoring Systems and Tools

  • Use the Musoni Management Information System (MIS) as the primary platform for tracking client, loan, and portfolio data.
  • Support finance reconciliation processes to ensure accuracy between MIS and financial records.
  • Apply Social Performance Management (SPM) tools, including the Poverty Probability Index (PPI), to assess client poverty levels and social outcomes.
  • Coordinate collection, verification, and reporting of social outcomes data.

5. Data Quality, Coordination, and Reporting

  • Ensure the quality, accuracy, timeliness, and completeness of data collected across the project.
  • Coordinate project monitoring activities across field teams and departments.
  • Conduct regular data quality assessments and provide feedback and technical support to field staff.
  • Support the design and implementation of surveys, assessments, and evaluations.
  • Prepare regular monitoring reports, dashboards, and analyses for management and the donor.
  • Contribute M&E data and analysis to support evidence-based decision-making and programme learning.
  • Support the documentation of lessons learned, case studies, and best practices.
  • Perform any other duties as assigned relevant to the M&E function.

Minimum Qualifications and Experience

  • Bachelor’s Degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Social Sciences, Project Management, or a related field.
  • At least three (3) years’ experience in monitoring and evaluation, preferably within donor-funded development projects or the microfinance sector.
  • Experience using Management Information Systems (MIS) and data analysis software such as Excel, Power BI, SPSS, or STATA.

Knowledge and Skills

  • Strong data collection, analysis, and reporting skills.
  • Knowledge of M&E frameworks, logical frameworks, and results-based management.
  • Excellent report writing, communication, and organisational skills.
  • High attention to detail and a strong commitment to data quality.
  • Ability to work collaboratively with cross-functional teams and support field staff.
  • Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.
