Job Purpose

Reporting to the Project Coordinator, the Monitoring and Evaluation Officer under overall guidance of the FARMSE projects will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic direction and that the activities result in the achievement of its intended outputs and outcomes in a cost effective and timely manner. The M&E will be responsible for continued implementation of M&E activities of the project, working hand in hand with the Project Coordinator in developing and populating annual M&E framework matrixes, preparing quarterly and semi-annual reports on project progress and monitor the project activities on a regular basis, strengthening and maintaining the management information system (MIS) of the project and the collection and analysis of different data in relation to the project activities in collaboration with stakeholders.

Key Responsibilities

  • Provide technical leadership in project evaluations including evaluation report dissemination and use.
  • Facilitate and participate in updating and reinforce consistent use of the standard M&E data collection tools, reporting templates and guidelines.
  • Identify training needs of the team, design and lead in M&E capacity building initiatives based on VFM capacity building framework and strategic plan.
  • Provide leadership in the management of Project information management, framework in corroboration with project staff.
  • Facilitate and identify the challenges or trouble shooting issues that affect successful implementation of the projects/programs.
  • Work with implementing partners to review their progress on monitoring and evaluation and provide technical support to them to implement any required M&E related changes.
  • Produce quarterly and semi-annual progress reports as well as promote quality reporting through on going report review and capacity building/coaching.
  • Set up and co-ordinate a monitoring plan for the project in accordance with VFM M&E System and VFM standards.
  • Review monitoring data regularly and systematically to ensure correct analysis and interpretation and represent VFM in relevant M&E coordination meetings if and when delegated.
  • Guide Project teams to develop action plans to support implementation of actions, based on evidence and lessons learned.
  • Participate in relevant M&E networks in Malawi.
  • Provide technical support on Knowledge Management of the Project.

Minimum Qualifications & Competencies

  • Bachelor’s-level degree in Social Sciences, Statistics, Demography, or any equivalent qualification bias in Monitoring and Evaluation.
  • A minimum of 2 years of practical working experience in monitoring, and evaluation.

Personal Attributes

  • Ability to develop and implement monitoring and evaluation tools, data collection tools, such as ODK, Kobo Collect – it’s a must.
  • Demonstrated quantitative skills, including use of office analytical software packages and skills in analyzing data and interpretation, such as SPSS, STATA including Microsoft Excel, and others.
  • Strong organisational skills, versatility, ability to multi-task and meet deadlines.
  • Excellent communication skills (oral and written).
  • Ability to work as a team member with good interpersonal skills.
  • Must be a mature and committed Christian.
