Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

CHAI’s Health Systems Strengthening group works with governments to build stronger, more resilient, and more equitable health systems, ensuring that everyone, especially the most vulnerable, can access high-quality primary health care. We support Ministries of Health and Finance to increase and optimize health spending, strengthen national systems (e.g., workforce, digital infrastructure, supply chains), and implement cross-cutting reforms that drive long-term improvements in service delivery and health outcomes. This includes work to improve the efficiency, equity, and impact of health financing systems—from resource mobilization and budgeting to strategic purchasing and public financial management. This work often plays a key role in supporting and enabling teams across CHAI including Infectious Diseases, Non-Communicable Diseases and Assistive Technologies, Maternal and Newborn Health and Child Health.

In response to growing financial pressures and shifting donor landscapes—including recent U.S. government (USG) funding cuts—CHAI is leading a high-priority initiative to help countries navigate the risks of declining aid while using this moment as a catalyst for reform. This includes setting up Technical Support Units (TSUs), working across Ministries in identifying and addressing urgent gaps, improving the efficiency and prioritization of those resources, mobilizing more and better funding, and laying the foundation for more sustainable and integrated systems. CHAI’s team works side-by-side with government institutions—often embedded within ministries—and partners with other CHAI programs and global technical teams to deliver support that is practical, data-driven, and rooted in country priorities.

Initially the role will focus heavily on work being executed through “Technical Support Units” established to support governments in navigating abrupt changes to the foreign aid landscape. This work includes: (1) supporting governments and CHAI program teams to improve efficiency in how resources are allocated and programs are implemented, with a focus on key priorities impacted by foreign aid cuts, and (2) identifying the need for upgrading health systems to address underlying inefficiencies. While this role will start focused on responding to and mitigating the impact of foreign aid cuts, there will be a sustained focus on strengthening financing service delivery and identifying program efficiencies as volatility in ODA is likely to remain.

Reporting to the Program Manager, the Associate will serve as a critical analytical and operational resource, providing hands-on support for program finance work while ensuring effective coordination across geographies and stakeholders. This is a highly analytical role, requiring excellent analytical capacity, and flexibility to travel and spend extended periods providing surge analytical support during critical moments as work ramps up across a majority ofCHAI countries.

Responsibilities

Country-Level Analytical Support

The primary responsibility of this position is to provide surge analytical support to CHAI country teams during critical periods, with extended travel to program countries as needed to support time-sensitive deliverables and government engagements.

Analytical support may include conducting gap analyses, costings, scenario modeling for intervention prioritization, and other efficiency analyses required to support ODA (Official Development Assistance) negotiations, Global Fund applications, and other high-priority financing opportunities.

Developing analytical tools, templates, and materials (e.g., Excel models, PowerPoint presentations, briefing notes) to support decision-making on resource allocation and program finance.

Working directly with CHAI country teams to support government counterparts to translate analytical findings into actionable recommendations.

Monitoring & Reporting

• Together with country focal points, support centralized monitoring efforts by collecting and consolidating country-level progress updates on a regular basis, identifying emerging challenges or areas requiring additional support.
• Support country-level data collection where needed for program tracking and dissemination of findings.
• Assist in maintaining tracking for key deliverables, milestones, and metrics across countries.
• Support day-to-day project management functions, including tracking deliverables, maintaining work plans, coordinating meetings, and ensuring alignment across country teams.
• As needed, contribute to preparation of donor reports, program updates, and other reporting requirements in coordination with grant management functions.
• Help document lessons learned, success stories, and impact data from country-level work to strengthen CHAI’s knowledge base and external communications.

Knowledge Management & Learning

• Synthesize insights and lessons from countries into clear summaries and actionable takeaways for broader team use.
• Maintain shared repositories and support the documentation and dissemination of tools, templates, methodologies, case studies, and best practices emerging from country-level work. Contribute to cross-country learning calls and working groups by sharing experiences and facilitating peer-to-peer exchange.
• Support preparation of materials for internal and external meetings, including agendas, briefing materials, presentations, and follow-up action items.

Qualifications

Required:

Bachelor’s degree in public health, economics, public policy, international development, or related field.

3-5 years of professional experi
