Background
Since 2014, the International Organization for Migration (IOM) in close partnership with the governments, United Nations (UN), and non-governmental organizations (NGOs), has been addressing a range of migration-related issues, including disaster risk management in Malawi in line with its strategic objective of “driving solutions to displacement”. IOM Malawi also supports the Government of Malawi to strengthen systems and capacity for disaster risk reduction and climate resilience with a focus on minimizing the risk of climate-induced displacement and improving the management of displacement at all levels.
The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable displacement affected communities in Southern Africa and the Indian Ocean Countries, namely Malawi, Mozambique, Madagascar, Comoros, Mauritius and Seychelles (i.e. Cluster 2).
Under the overall supervision of the RE2CLID Programme Coordinator (Southern Africa and Indian Ocean) and direct supervision of the Senior Displacement Tracking Matrix (DTM) Associate and, in collaboration with relevant units at IOM Malawi, the successful candidate will be responsible and accountable for providing technical support on IOM’s activities on displacement data management, with a focus on the RE2CLID programme. The role is critical in enhancing availability of high-quality data and information on climate-induced displacement in Malawi and ensuring that policies and programmes on disaster risk reduction are formulated based on evidence. The candidate will be specifically responsible for collecting, analysing and managing Geographical Information Systems data and other relevant databases with IOM.
Responsibilities
- Design and manage a database of project sites which includes maps and GIS coordinates and other attributes.
- Support the development and/or review of tools and methodologies for collecting, storing, processing, managing and dissemination of displacement data.
- Support data collection, analysis and dissemination of findings.
- Support quality control and quality assurance processes of data collected in close coordination with the field teams.
- Ensure that field team’s adherence to agreed SOPs on data collection as per IOM guidelines.
- Ensure all data is kept safe and confidential applying IOM’s data protection principles.
- Collaborating with relevant Ministries, Departments and Agencies; UN Agencies and local authorities to develop actionable recommendations from the data collected.
- Perform such other duties as may be assigned.
Qualifications
EDUCATION
Bachelor’s Degree in Geography, Earth Science, or relevant field with a major in GIS and/or Database Management with a minimum of 3 years professional experience data collection in a humanitarian crisis context.
EXPERIENCE
- Minimum of 3 years’ experience in large scale data collection or survey programmes in a humanitarian crisis setting including development and/or review of data collection tools, supervision of data collection and analyzing and managing data.
- Proven experience in using ODK or KOBO or any mobile application which is used to collect data.
- Proven experience in collection and processing GIS information and developing high-quality informative GIS products.
- Proven experience in conducting training and supervising enumerators / data collection exercises.
- Proven experience in working with multi-sectoral stakeholders to utilize the data collected including building capacity of district and community structures to enhance their knowledge and stimulate their action on climate displacement.
- Knowledge of IOM DTM packages is considered an advantage.
- Experience with international organizations is an advantage.
