1. Introduction
The Ministry of Health, on behalf of the Government of Malawi, invites applications from highly qualified, experienced, and dedicated Malawians to serve as Commissioners on the Board of the National AIDS Commission (NAC). This is a pivotal opportunity to guide the national strategic response to HIV and AIDS.
2. About the National AIDS Commission (NAC)
Established under the HIV and AIDS (Prevention and Management) Act No. 9 of 2018, the NAC is mandated to implement, coordinate, and facilitate Malawi’s multisectoral HIV and AIDS response. The Board of Commissioners provides strategic oversight to ensure the effective achievement of the Commission’s mission.
3. Available Positions
We are seeking to appoint four (4) Commissioners through a competitive, transparent, and accountable process. Successful candidates will serve a three-year term. The positions are:
a. Commissioner: Medical or Social Sciences Expert (1 Position)
i. Qualifications:
A Master’s Degree in Public Health, Social Sciences, or a Medical Degree from an accredited institution, with at least 10 years of relevant post-qualification experience.
ii. Person Specifications:
The ideal candidate will possess:
- A clear understanding of Malawi’s socio-economic environment.
- Expert knowledge of the determinants and impact of HIV and AIDS, both in Malawi and globally.
- Excellent communication, interpersonal, and motivational skills.
- A proven commitment to the national HIV and AIDS response.
- High integrity, good social standing, and the ability to exercise independent judgment.
b. Commissioner: Civil Society Representative (People Living with HIV – PLHIV) (1 Position)
i. Qualifications:
A minimum of a first Degree from an accredited institution.
ii. Person Specifications:
The ideal candidate will possess:
- Proven advocacy and civic education skills.
- Sound knowledge of HIV and AIDS issues in Malawi.
- A demonstrated commitment to representing and being accountable to the PLHIV constituency and civil society at large.
- Experience in resource mobilization and fundraising.
- Excellent communication skills, high integrity, and the ability to exercise independent judgment.
f. Eligibility:
Must be a current member of a Civil Society Organization actively representing PLHIV.
c. Commissioner: Professionally Qualified Accountant (1 Position)
i. Qualifications:
A Bachelor’s Degree plus a full professional accounting qualification (ACCA, CIMA, CPA, or equivalent) from a recognized institution, with at least 10 years of post-qualification experience.
ii. Person Specifications:
The ideal candidate will possess:
- Excellent financial management and accounting skills.
- Current professional practice as an accountant.
- Knowledge of public finance management systems.
- A commitment to the HIV and AIDS response, strong communication skills, high integrity, and independent judgment.
e. Eligibility:
Must be a current member of the Institute of Chartered Accountants in Malawi (ICAM).
d. Commissioner: Private Sector Representative (1 Position)
i. Qualifications:
A minimum of a first Degree from an accredited institution.
ii. Person Specifications:
The ideal candidate will possess:
- Sound knowledge and experience of the Malawi Private Sector.
- A clear understanding of Malawi’s socio-economic environment.
- Knowledge of HIV and AIDS issues as they relate to the private sector.
- A willingness to represent and be accountable to the private sector constituency.
- A strong commitment to the HIV and AIDS response, excellent communication skills, high integrity, and independent judgment.
iii. Eligibility:
The applicant’s organization must be a current member of both the Malawi Business Coalition against AIDS (MBCA) and the Malawi Confederation of Chambers of Commerce and Industry (MCCCI).
