The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 1998 to regulate the provision of services in the communications sector in Malawi, comprising telecommunications, postal and broadcasting.

MACRA is inviting suitable persons to apply for the following vacant positions tenable at its Blantyre Head Office.

DEPUTY DIRECTOR OF FINANCE

Job Purpose and Scope

The Deputy Director of Finance shall assist the Director of Finance in ensuring the establishment and maintenance of effective and efficient financial management and accountability systems and procedures.

Responsibilities or duties

  • Consolidate budgets for MACRA and in line with Public Finance Management Act (PFMA) and the Strategic Plan.
  • Supervise the timely preparation of monthly
  • Preparation of quarterly performance reports as required by the PFMA.
  • Preparation of periodic performance reports in line with relevant reporting requirements.
  • Establishing and maintaining a robust and effective financial management and internal control system for MACRA and ensuring compliance with relevant legislation and applicable framework.
  • Monitoring local, national and international developments that have an impact on financial management and ensuring that the Authority is properly advised of new obligations, opportunities, and strategies.
  • Supporting the Authority in the effective management of its operations and in assisting in the development of its members.
  • Management of the Authority’s treasury management activities including banking facilities, cash flow, investment, and borrowing.
  • Ensuring that the Authority has effective payment and income procedures
  • Ensuring that relevant inspections and regulatory and statutory audits are appropriately facilitated.
  • Interpreting financial information and providing relevant guidance to non-finance professionals for effective decision-making.
  • Facilitating the timely production of Audited Financial Reports for MACRA
  • Supervision of staff in the Finance Directorate.
  • Assist management in the formulation of the Authority’s policies and procedures.

Qualifications or requirements (e.g., education, skills)

  • Master’s degree in Finance, accountancy or Business Administration.
  • Professional accounting qualification such ACCA or CIMA.
  • Member of the Institute of Chartered Accountants in Malawi
  • Be conversant with relevant accounting standards and procedures.
  • Be conversant with public finance management regulatory framework.

Experience needed

  • At least 7 years of managerial experience in finance
