The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 1998 to regulate the provision of services in the communications sector in Malawi, comprising telecommunications, postal and broadcasting.
MACRA is inviting suitable persons to apply for the following vacant positions tenable at its Blantyre Head Office.
DEPUTY DIRECTOR – TECHNOLOGIES AND STANDARDS
JOB PURPOSE
To ensure that ICT operators maintain Quality of Service as provided for in their licenses and ensure development of National Technical Standards in Malawi.
KEY RESPONSIBILITIES
The successful candidate will report to the Director of Telecommunications and will be responsible for the following duties:
- Develop Information Technology strategy in support of the authority’s mission and core objectives.
- Direct, control and motivate the staff of the Technical Standards department.
- Develop an annual plan and operating budget for the department and monitor the implementation of these to ensure that the financial targets are met.
- Negotiate service level agreements with both internal and external customers and service providers and monitor service delivery to ensure the agreed targets and standards are met.
- Accountable for the management, mentoring and career development of all TS staff.
- Defines and seeks approval for the level of IT resources required to meet these goals and priorities and schedules major projects.
- Direct the preparation and implementation of policies, procedures and standards relating to information and telecommunication systems.
- Responsible for researching and evaluating new technologies together with ICT operators.
- Direct, attend and participate in staff meetings and related activities; attend workshops to keep up to date with Information Technology issues.
Qualifications and Experience
The desired candidate must possess the following minimum key qualifications
- Master’s degree preferably in Telecommunications, Electrical and Electronic Engineering, Information and Communications Technologies from a recognized University.
- At least 7 years of managerial relevant experience in a telecommunications environment.
- Experienced in the traffic, QoS, revenue assurance and fraud management in the telecoms domain
- Experienced in delivering high quality, distributed technology solutions encompassing telecom protocols, TCP/IP protocols, data collection, data warehousing & data manipulation
- Excellent communication and interpersonal skills.
- Ability to work with minimum supervision.
