Position Overview

The District Monitoring, Evaluation, and Learning (MEL) Officer will support the implementation of the ACHIEVE project monitoring and evaluation system at district and facility levels. The position will work closely with District Health Management Teams (DHMTs), frontline health workers, and community health workers to ensure accurate, complete, and timely collection and reporting of program data.

The District MEL Officer will play a key role in improving data quality, strengthening routine monitoring systems, and promoting the use of data for decision-making at facility and district levels. The officer will also support frontline health workers to improve their digital competency in using health information systems and other digital health platforms to collect, analyze, and use data to improve service delivery.

Working under the technical guidance of the MEL Manager and the District Managers, the District MEL Officer will ensure that district-level data contributes to national reporting requirements while supporting district teams to use data to identify service delivery gaps and improve maternal, newborn, and child health outcomes.

District locations: Karonga, Balaka, Zomba, Thyolo – Malawi

Key Responsibilities

Implementation of MEL Activities at District Level

  • Implement ACHIEVE monitoring and evaluation activities within the district.
  • Support routine data collection and reporting of project indicators.
  • Ensure monitoring tools and reporting templates are used consistently across facilities.
  • Support facility staff to collect and submit routine program data.

Data Quality Assurance

  • Conduct routine data verification and validation exercises at facility and community levels.
  • Review facility registers and reporting forms for accuracy and completeness.
  • Support implementation of Routine Data Quality Assessments (RDQAs).
  • Develop and monitor data quality improvement action plans.

Data Management and Reporting

  • Compile district-level project data and submit reports to the National MEL Officer.
  • Ensure timely submission of facility and community reports.
  • Maintain district-level project databases and monitoring records.
  • Support preparation of monthly and quarterly reports.

Strengthening Digital Data Systems

  • Support implementation and use of digital health platforms for reporting.
  • Assist frontline health workers in digital data entry and reporting.
  • Provide troubleshooting support for digital data tools.
  • Promote consistent use of electronic reporting systems.

Mentorship and Capacity Building

  • Mentor frontline health workers on documentation and reporting practices.
  • Strengthen digital competency of health workers.
  • Provide coaching on interpretation and use of routine service data.
  • Support district teams to strengthen monitoring capacity.

Promoting Data Use for Decision-Making

  • Support district and facility-level data review meetings.
  • Prepare data summaries, charts, and dashboards.
  • Assist DHMTs to analyze performance trends and identify service gaps.
  • Support development of action plans based on data review findings.

Coordination and Collaboration

  • Work closely with District Health Management Teams to strengthen monitoring systems.
  • Coordinate with facility staff and community health workers on reporting processes.
  • Participate in district health review meetings.
  • Provide regular updates to the MEL Manager.
  • All other duties as assigned

Basic Requirements

  • Bachelor’s degree in Public Health, Statistics, Monitoring and Evaluation, Health Informatics, Epidemiology, or a related field.
  • Minimum 5 years of experience in monitoring and evaluation within health or development programs.

Preferred Qualifications

  • Experience supporting district health information systems and routine data reporting.
  • Experience working with HMIS/DHIS2 or other digital health information systems.
  • Experience supporting health facilities and community health workers in data collection and reporting.
  • Experience in USAID/ US Department of State funded health programs preferred.

Key skills:

  • Strong understanding of routine health information systems.
  • Experience in data quality verification and monitoring.
  • Ability to analyze and interpret routine health data.
