The Government of Malawi has received financing from the African Development Fund toward the cost of the SADC Sub-Regional Transport and Trade Facilitation Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Environmental Safeguards Specialist (Individual Consultant).
This is a five-year project scheduled for completion in February 2028. It involves the reconstruction of a 102.5 km road section between Kaphatenga and Dwangwa Reconstruction works are currently ongoing.
Responsibilities or duties,
- Prepare environmental risk management instruments
- Review Environmental and Social Management Plans
- Providing technical oversight to consultant’s and Contractor’s Environmental Specialists in the preparation of environmental safeguard instruments
- Support project implementation teams to enhance project quality and compliance on environmental safeguards.
- Engage with relevant project stakeholders to ensure adherence to African Development Bank environmental safeguard policies, guidelines, procedures and good/best practices.
- Develop and implement an internal administrative tracking system for the PIU in order to monitor the progress of project activities to meet environmental safeguard requirements.
Qualifications or requirements (e.g., education, skills),
- A Master’s Degree in Environmental Sciences, Environmental Engineering, Social Sciences; Environmental Policy and Analysis; Environmental Management and economics; Natural Resources Management, Waste Management, Ecology, or other relevant fields.
- A minimum of 8 years of experience in the field of environmental management at National level or international organization, and donor projects managing environmental and social aspects of planning, assessing, and managing civil works projects of various scales.
- Have thorough working knowledge of African Development Bank environmental safeguards policies, especially Environmental Assessment, Involuntary Resettlement and Grievance Redress Mechanism; and have demonstrated experience in successfully preparing ESIAs, ESMPs and RAPs by Bank standard, social policies, and regulations of Malawi.
- Conversant with relevant national environmental laws.
Experience needed,
A minimum of 8 years of experience in the field of environmental management at National level or international organization, and donor projects managing environmental and social aspects of planning, assessing, and managing civil works projects of various scales.

The duration of the assignment is 12 months; renewable for a further 12-month subject to satisfactory performance.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework dated October 2015,” which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.
A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Policy.
