The Monitoring, Evaluation, and Learning (MEL) Officer will ensure that MEL activities for the ANAPA Nutrition Program are implemented effectively and in alignment with program objectives. S/he will coordinate data collection, conduct data analysis and promote data use for performance measurement of nutrition interventions across targeted ANAPA Nutrition supported facilities and their catchment areas in the nine ANAPA districts. The officer will coordinate District MEL Officers in training and mentoring district and facility-based Assistant MEL Officers, CCWs, CPWs, and other health workers on nutrition-related monitoring and reporting requirements. Based at Central Office and working under the guidance of the MEL Specialist, s/he will support MEL activities across all implementation sites and be responsible for overall nutrition data management, quality assurance, and reporting for the program. The MEL Officer will also support the MEL Specialist in cross-cutting MEL functions and other assigned duties beyond the Nutrition Program as required.

Responsibilities or duties

Nutrition MEL System Coordination

  • Support operationalization of the Nutrition MEL framework and indicator matrix.
  • Ensure nutrition indicators are properly integrated into existing ANAPA data systems.
  • Align program indicators with national systems (HMIS/DHIS2, NNIS, iCHIS).
  • Maintain updated performance tracking tools and dashboards for all 9 districts.
  • Coordinate data flow between districts and Central Office.

Data Quality Assurance (DQA) & Verification

  • Conduct routine data verification and validation of nutrition indicators.
  • Lead monthly data quality reviews and quarterly DQA exercises.
  • Track completeness, accuracy, timeliness, and consistency of nutrition data.
  • Review referral documentation and follow-up tracking for malnourished children.
  • Support triangulation between community, facility and program-level data.
  • Document and track corrective actions for identified data discrepancies

Data Analysis and Reporting.

  • Analyze nutrition performance data against targets and milestones.
  • Produce monthly, quarterly, and final nutrition performance summaries.
  • Develop progress-to-target dashboards and visual analytics.
  • Support preparation of donor reports and narrative sections related to nutrition.
  • Contribute to baseline and end line assessment data analysis
  • Support preparation of presentations for TWGs, DHMTs, DNCCs, DEC meetings.

Capacity Building & Mentorship

  • Support training of district MEL staff, CPWs, HSAs, and project officers on nutrition data tools.
  • Develop job aids and simplified indicator guidance notes.
  • Provide mentorship on data analysis and data use for decision-making.
  • Support integration of nutrition indicators into case management tools.
  • Strengthen data literacy among program staff.

Support to other MEL department (Strategic Functions)

  • Contribute to portfolio-level performance analysis and cross-program data integration.
  • Support preparation of high-level briefs, dashboards, and donor-facing reports.
  • Contribute to research, documentation, and knowledge management initiatives.
  • Support coordination of MEL-related meetings, reviews, and stakeholder engagements at Central Office.
  • Provide general operational support to the MEL Specialist and broader MEL team as assigned.

Qualifications or requirements (e.g., education, skills)

Minimum Qualifications, Experience and required skills: –

  • At least a bachelor’s degree in social sciences, Public Health, Statistics, Nutrition, Health Informatics or related field.
  • Minimum 3–5 years’ experience in Monitoring & Evaluation within health or nutrition programs.
  • Demonstrated experience working with DHIS2/HMIS or similar health information systems.
  • Experience supporting donor-funded programs (USG preferred).
  • Strong data analysis skills and experience with statistical software packages (Stata, R preferred).
  • Experience developing dashboards (Power BI or similar is an added advantage).

Experience needed
