BACKGROUND

Inter Aide is an international organisation specialised in the implementation of programmes that promote access to development for the most vulnerable communities. Inter Aide has been working in Malawi since 1992, with interventions around Health, Water Point Maintenance, and Agricultural development in the Central and Southern regions of Malawi.

Inter Aide, in collaboration with local partners and the Department of Animal Health and Livestock Development (DAHLD) from the Ministry of Agriculture, has developed over the past fifteen years an expertise on the implementation of community vaccinator networks allowing the vaccination of chickens against the Newcastle Disease to improve the nutrition and incomes of small-scale rural producers.

A new phase of the program, funded by the French Development Agency, started in September and aims at 1) To support the government of Malawi in improving the production of I-2 vaccine and its quality control; 2) Extending the network of vaccinators to six additional districts; and 3) Support the Government of Malawi to improve the governance of the sector.

The program currently operates in the following nine districts: Balaka, Dedza, Kasungu, Lilongwe, Machinga, Mangochi, Phalombe, and Zomba, and benefits more than 300,000 families. Health

Inter Aide seeks a motivated and field-oriented person for one-year with the possibility of extension.

About the Position

The M&E will work autonomously under the direct supervision of the National Monitoring and Evaluation (M&E) Officer. The Officer will support the design, implementation, and management of effective Monitoring, Evaluation, Accountability, and Learning systems to ensure progress tracking, assess performance, measure outcomes of project activities, and report in line with donor standards.

S/he will work closely with the project regional team and collaborators, including focal persons from the government at district-levels, community vaccinators associations/sub-associations/clusters, and Traditional Authorities. S/he will also support the project’s consistent gender integration approach at all levels.

The role requires frequent travel to the field, at least 90% of the time.

Duties and Responsibilities

The Monitoring and Evaluation Officer will be responsible for:

  • Prepare data collection activities and surveys, with work plans validated by the direct supervisor.
  • Collect and complete first-hand data related to vaccination campaigns, trajectory study, coverage study, assessments, and other ad hoc surveys.
  • Consolidate and analyse data to provide quality reports in collaboration with the project coordinators.
  • Assist in creating infographics for data analysis and visualization.
  • Support the effective implementation of the M&E tools in collaboration with the focal persons and the M&E project’s unit, and provide capacity building for staff and partners.
  • Help to identify areas where technical support is required regarding information understanding and use, such as how to use and read the data coming from the project, the critical points of the data collection tools, and what improvements might be needed when identifying a particular gap.
  • Actively support the project monitoring and evaluation unit to reflect on the different gender integration mechanisms and their implementation.
  • Contribute to constantly improving the program by providing inputs.
  • Conduct any other duties requested by the National M&E Officer or the PM.

Qualification and Experience

  • A bachelor’s Degree in Monitoring and Evaluation, Statistics, Agricultural Economics, Social Science, Development Studies, or a related field is required.
  • Alternatively, a diploma in these fields and two years of working experience in monitoring and evaluation can be considered.
  • One year of relevant experience in livestock-related projects is required for this position.
  • Sound skills in implementing monitoring and evaluation activities.
  • Strong data analysis, reporting, and communication skills.
  • Proficiency in M&E tools and data management software (e.g., MS Office, KoBo, QGIS, Statistical software).
  • Motivated for fieldwork, flexible, and able to work autonomously.
  • Strong organisation and time management.
  • Able to work within a strict policy framework regarding employee, partner, and beneficiary allowances/handouts.
  • Ability to ride a motorbike (Category A or A1 driving license) is mandatory.
