VACANCY ANNOUNCEMENT
Public Service Pension Trust Fund (PSPTF) is an Institution that was established in compliance with the Pension Act (CAP 55:02) to oversee the administration of the Public Service Contributory Pension Scheme. The Fund is now inviting applications from suitably qualified Malawians to fill the vacant positions of Monitoring and Evaluation Officer that exist at the Secretariat Office. The successful candidates shall be appointed on contract renewable every 3 years upon successful performance.

PURPOSE OF THE JOB
The position holder will provide effective monitoring and evaluation (M&E) services for the Public Service Pension Trust Fund (PSPTF) by supporting the development, implementation, and review of M&E systems that track performance, generate reliable data, and inform evidence-based planning, decision-making, and accountability in line with the Fund’s Strategic Plan.
KEY DUTIES AND RESPONSIBILITIES
- Assist in the development, review, and implementation of Monitoring and Evaluation systems to support coordinated design, planning, management and monitoring of the Fund’s programmes, projects and strategic initiatives.
- Contribute to the formulation and implementation of performance monitoring and evaluation strategies aligned to the Fund’s Strategic Plan, Key Result Areas and Outcome targets
- Support the conduct of baseline studies, evaluations, reviews, and impact assessment of key programmes and projects to assess effectiveness, efficiency, and achievement of intended outcomes.
- Assist in formulating evidence based on M&E recommendations aimed at improving programmed implementation, policy design, and overall organizational performance.
- Participate in periodic reviews of the implementation and effectiveness of M&E systems and tools and propose improvements where gaps have been identified.
- Review M&E findings, lessons learned, and best practices and disseminate relevant information to internal and external stakeholders to promote learning and informed decision-making.
- Support the design, facilitation and coordination of M&E-related capacity-building initiatives for staff and relevant stakeholders.
- Conduct research on emerging trends, tools, and best practices in monitoring and evaluation, and make recommendations for their integration into the Fund’s current and future programmes and policies.
- Prepare periodic and ad-hoc reports on the monitoring and evaluation of programmes, projects and strategic activities of the Fund.
- Develop, update, and maintain databases and information systems relevant to the Fund’s monitoring, evaluation, and reporting requirements.
- Compile, analyse, and submit timely and accurate periodic performance reports in accordance with management and stakeholder requirements.
PERSON SPECIFICATIONS
Qualifications and Experience
- Bachelor’s degree in economics, Statistics Monitoring and Evaluation, or a related field from a recognized University or Institution
- A minimum of three (3) years’ relevant work experience in monitoring and evaluation or a related field within a reputable organization.
Knowledge, Skills and Abilities
- Sound knowledge of principles, techniques and methodologies used in the monitoring and evaluation of programmes and projects
- Knowledge of public sector and government policies, procedures, rules and regulations.
- Proficiency in the use of personal computers and standard office applications.
- Competence in the use of statistical and data analysis software.
- Ability to develop and contribute to comprehensive M&E frameworks, indicators, and reporting systems.
- Ability to coordinate M&E activities and collaborate effectively with internal stakeholders and external partners
- Strong analytical skills, with the ability to compile, interpret, and present data in clear and comprehensive reports.
- Excellent written and oral communication skills.
- Ability to establish and maintain effective working relationships and interact with diverse stakeholders.
- High level of integrity, professionalism, tact, and diplomacy in the execution of duties.
- Ability to always observe and maintain confidentiality.
- Strong problem-solving, organizational, and time-management skills.
