Description

Terms of Reference (TOR): On-Call Driver (Consultant)

1. Background

VillageReach is a global non-profit organization working to transform health care delivery and ensure equitable access to primary health care for underserved communities. Through partnerships with governments, private sector actors, and communities, VillageReach strengthens health systems to deliver essential products, services, and information.

To support field operations, VillageReach seeks to engage qualified and reliable on-call drivers (consultants) on a temporary and as-needed basis.

2. Purpose of the Assignment

The purpose of this assignment is to provide safe, reliable, and professional transport services for VillageReach staff, partners, and materials during field visits and official assignments, as required.

3. Scope of Work

The Consultant will be engaged on a temporary, on-call/rotational basis, depending on operational needs and availability of assignments.

The Consultant will be responsible for:

A. Transport Services

  • Safely transport VillageReach staff, partners, and materials to designated locations.
  • Ensure timely pick-up and drop-off in line with agreed schedules and field itineraries.
  • Adhere to all traffic laws, regulations, and VillageReach transport policies.

B. Vehicle Management and Safety

  • Conduct pre-trip and post-trip vehicle inspections and report any mechanical issues.
  • Ensure the assigned vehicle is roadworthy, insured, and compliant with legal requirements.
  • Maintain cleanliness of the vehicle at all times.
  • Safeguard vehicle accessories and tools.

C. Documentation and Reporting

  • Accurately maintain and submit vehicle logbooks (mileage, fuel usage, servicing).
  • Ensure all trips are authorized and signed off by the responsible staff member.
  • Keep proper records of fuel refills and receipts.
  • Submit brief trip reports where required.

D. Compliance and Conduct

  • Follow VillageReach Standard Operating Procedures (SOPs) for transport.
  • Maintain a high standard of professionalism and courtesy.
  • Immediately report any incidents, accidents, or damages.
  • Refrain from unauthorized use of the vehicle or transporting unauthorized passengers.

4. Duration and Modality of Engagement

The engagement is temporary and on a need basis.

Assignments may vary in duration (from single-day assignments to multi-day field trips).

The Consultant will be contracted per assignment through a Work Order.

Payment will be made upon submission and approval of invoices tied to completed assignments.

5. Deliverables

  • Safe and timely completion of assigned trips.
  • Completed and signed vehicle logbooks.
  • Fuel and expense documentation.
  • Incident reports (if applicable).

Requirements

6. Required Qualifications and Experience

  • Minimum of 5 years’ professional driving experience, preferably with an NGO or international organization.
  • Valid driver’s license, including PSV certification (where applicable).
  • Certification in defensive driving is required.
  • Strong knowledge of local routes and road safety regulations.
  • Good interpersonal and communication skills.
  • High level of integrity, reliability, and attention to detail.
  • Flexibility to work outside regular hours, including weekends, as needed.

8. Compliance and Legal Requirements

The Consultant must:

  • Operate as an independent contractor and not an employee of VillageReach.
  • Maintain a valid driving license and notify VillageReach of any changes to its status.
  • Comply with all applicable laws and VillageReach policies, including:
    • Safeguarding and PSEA (Prevention of Sexual Exploitation and Abuse)
    • Code of Conduct
    • Anti-bribery and anti-corruption policies
  • Ensure confidentiality of all information accessed during assignments.

9. Evaluation Criteria

Consultants will be evaluated based on:

  • Driving experience and qualifications
  • Knowledge of safety standards and compliance
  • Reliability and availability
  • Professional conduct and communication
