BACKGROUND

The National Youth Council of Malawi is a statutory corporation established by an Act of Parliament-The National Youth Council of Malawi Act (Act No 22 of 1996). Its functions include developing, promoting, and controlling youth activities, registering youth organizations, organizing scholarships, establishing cooperation guidelines, and promoting training courses. The Council’s vision is to build a Malawi where young people can develop their full potential and contribute to sustainable development. It is an implementing arm of the Ministry of Youth, comprising the General Assembly, Board of Directors, Secretariat, and affiliates (registered youth organizations). The Council works collaboratively with youth organizations, government agencies, civil society, and other stakeholders to empower young people and advocate for policies that promote their development and participation in national decision-making processes.

JOB DESCRIPTION

The Council is therefore, seeking a dynamic and passionate Procurement Officer to join our team. The Procurement Officer will be responsible for managing the procurement process, ensuring compliance with organisational policies and procedures, and maintaining effective relationship with suppliers.

MAJOR DUTIES AND RESPONSIBILITIES

  • Manage the procurement process, including tendering and contract management
  • Ensure compliance with PPDA Act, organizational policies, procedures and regulatory requirements
  • Negotiate contracts and agreements with suppliers
  • Develop and maintain procurement records and reports
  • Develop and maintain inventory control procedures
  • Collaborate with internal stakeholders to identify procurement needs and develop procurement plans
  • Build and maintain effective relationships with suppliers, stakeholders and colleagues
  • Maintain contracts with vendors

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Procurement, supply chain management from an accredited University
  • Minimum 3 years of experience in procurement and supply chain management.
  • A professional certificate in procurement (CIPS) is an added advantage.
  • Member of MIPS and in good standing.
  • Strong knowledge of procurement principles, practices, and regulations relevant for Statutory corporations.
  • Must be highly conversant with the Malawi National Electronic Procurement System (MANEPS)
  • Youth, female applicants and other marginalized groups are highly encouraged to apply

  • Critical thinker and problem-solving skills
  • Independent self-starter with attention to detail
  • Great interpersonal and Communication skills
  • Excellent negotiation and analytical skills
  • Ability to work in a fast-paced environment
  • Must have high integrity

OTHER REQUIREMENTS

  • Ability to work odd hours to meet deadline
