The Program Finance Officer will be responsible for financial planning and management, resource management and reporting, budget monitoring and evaluation, financial records management, asset safety in support of operations, and team management, and representing FLORESTA on financial-related matters.
III. CORE RESPONSIBILITIES AND RELATED TASKS
- Operational Planning and Execution (30% of Time)
- Lead annual/or multi-annual budgeting processes and consolidate the Trust budgets for submission to funding partners.
- Oversee the day-to-day management of Floresta in Malawi’s finance department.
- Prepare cashflow forecasts for decision-making.
- Participate in the development of financial resource mobilization strategies and support budgeting processes for new funding opportunities.
- Implement financial policies in accordance with Floresta in Malawi policies, Grant Agreement Rules and Regulations, and local financial regulations; ensuring that all grant policies and regulations are adhered to.
- Facilitate annual financial audit of grant funding, and ensure compliance with the rules and guidelines.
- Produce monthly management reports and schedule monthly management review meetings to support the administrative and operational functions of the Trust.
- Work with key personnel in your department to develop performance goal metrics to ensure consistent, high-quality assessment and goal setting for all employees under your supervision;
- Ensure the application of the administrative, financial, and technical procedures manual, including cash management control systems.
- Data Capture, Analysis, and Reporting (25% of Time)
- Perform functions of financial administration and reporting to include preparation and timely submission of grant reports, development of associated budgets, and coordination of budgeted costs
- Check all program and administrative requests, budget variances and expenditures/liquidations.
- Supervise the staff in the finance department and ensure that the work of Floresta in Malawi is carried out following the policies of FLORESTA in Malawi and the funding partners.
- Ensure the implementation of financial processes complies with internal policies. In collaboration with management, to improve and recommend the continuous improvement of policies and procedures for functional and operational areas within FLORESTA in Malawi.
- Ensure job responsibilities are clearly communicated, and tasks are appropriately delegated to finance staff.
- Reporting on effective and efficient use of the resources.
- Maintain the Floresta in Malawi asset register,
- Supporting the National Director in ensuring good stewardship of Trust funds and resources, and timely submission of financial reports to the Board and partners.
- Quality assurance (15%)
- Ensure that cash transactions are well-planned, controlled and reported.
- Ensure the review and authorisation of all financial and accounting control statements, including bank reconciliations, cash statements, etc.
- Ensure adequate budget management control for all Floresta in Malawi programs and operations.
- Ensure accuracy of the grants management system, aiding programme effectiveness and delivery, including bank reconciliations, cash statements, etc.;
- Provide continuous technical support, strengthen the administrative, accounting and financial capacities of employees;
- Ensure that there is a direct relationship between financial and program performance.
- Ensure coordination between the finance and program teams;
- Risk and Audit Management (25%)
- Provide continuous technical support, strengthen the administrative, accounting and financial capacities of employees;
- Ensure that all audit recommendations are implemented for continuous improvement.
- Consult on cost allocations, general accounting, internal controls and administrative systems as required.
- Enforce financial management mechanisms that minimize financial risk and maintain internal financial control safeguards/mechanisms, and coordinate all audit activities.
- Ensure compliance with international standards, systems, procedures, laws and regulations in force in Malawi.
- Supervise the periodic and annual inventory of fixed assets;
- Conduct finance and program compliance audits.
- Audit management (15) %
- Facilitate processes for the engagement of external auditors.
- Facilitate annual financial audit of grant funding, and ensure compliance with the rules and guidelines.
- Ensure compliance with international standards, systems, procedures, laws and regulations in force in Malawi.
- Any other duties assigned from time to time.
IV. MINIMUM QUALIFICATIONS:
Minimum Education and Experience:
- Bachelor’s Degree in Accountancy, Finance, relevant professional qualifications, CIMA or any stage towards qualifying.
- Experience in managing accounts/finances, preferably in an NGO setting or similar
- Knowledge and usage experience of financial software applications, preferably QuickBooks, Sun Systems Accounting package, or SAGE.
- Professional Memberships: ICAM membership.
- Experience in audit planning and management.
- Over 2 to 3 years of experience in managing accounts/finance departments, preferably in an NGO setting or similar
Person attributes and Knowledge:
Desirable personal qualities:
- Proficiency in computer programs such as Excel, PowerPoint, Internet, Email, and accounting packages: QuickBooks/Sun Systems/Sage.
- Basic Skills required: numeracy, IT, and English
- Trustworthy, Honest and of good standing, Attention to detail, Objective, Sceptical, Analytical, Reliable, Hardworking, Calm under pressure, Discreet, Ability to work as a team.
- Proven organizational and planning skills matched with the ability to execute at a level of excellence in a complex and constantly changing work environment

- Strong interpersonal skills and experience in managing and leading teams.
- Strong communication skills (written and verbal).
- Be able to uphold safeguarding principles.
- Excellent report writing skills.
- Ability to demonstrate strong leadership and financial strategic thinking.

V. DECISION-MAKING AUTHORITY
- General: The incumbent will be responsible for decision-making pertaining to the day-to-day financial management in strict compliance with established policies, regulations, principles, and guidelines and within the limits of the level of authority as defined in the Floresta policies.
- Financial: The incumbent does not have approval authority for financial spending as defined in relevant Floresta policies.
