JOB SUMMARY:

The Project Officer will provide day-to-day coordination, implementation follow-up and operational support for the CARE PACKAGE® for Emergencies (CP4E) across participating countries. The role will work with country offices, member partners and internal teams to track workplans, sourcing and delivery milestones, consolidate project data, support monitoring and reporting, maintain project documentation and follow up agreed actions. The position will facilitate communication with English- and French-speaking teams and help ensure timely, consistent and well-documented implementation in line with established CP4E standards and guidance.

RESPONSIBILITIES:

Project Coordination and Country Office Support

Provide structured day-to-day coordination and follow-up with participating country offices so that agreed CP4E activities progress on time and issues are escalated promptly.

Maintain regular contact with designated CP4E focal points in participating country offices and follow up on agreed actions, timelines, and deliverables.

Support preparation and updating of country workplans, implementation schedules, action trackers and milestone calendars.

Coordinate routine meetings, prepare agendas and concise notes, and track actions to closure.

Follow up on implementation bottlenecks and bring material delays, dependencies, or decisions requiring management attention.

Support country teams in understanding and applying established CP4E guidance, templates, processes and documentation requirements without substituting for country ownership.

Facilitate communication between English- and French-speaking colleagues, including translation or bilingual clarification of routine project materials where appropriate.

Monitoring, Tracking and Project Reporting

Maintain accurate, timely and usable project information to support management oversight, accountability and reporting.

Maintain consolidated trackers covering implementation status, quantities, key dates, budgets or expenditures as provided by responsible teams, and other agreed project indicators.

Collect and consolidate routine updates from country offices and check submissions for completeness and consistency before escalation or reporting.

Prepare draft weekly, monthly and ad hoc progress updates for review.

Support compilation of implementation evidence, beneficiary reach information, distribution records and other required project documentation.

Coordinate with monitoring, evaluation and accountability colleagues on agreed project monitoring and post-distribution follow-up, including tracking completion and receipt of outputs.

Maintain an issues and risk log and flag emerging implementation risks in a timely manner.

Operational, Sourcing and Logistics Follow-up

Support timely implementation by tracking operational dependencies and coordinating follow-up with the responsible country office and functional teams.

Follow up sourcing, production, assembly, dispatch, warehousing and distribution milestones against agreed schedules, based on information provided by responsible teams.

Maintain sourcing and delivery status trackers and identify overdue actions or dependencies requiring follow-up.

Coordinate routine information exchange between country offices and relevant procurement, supply chain, finance and logistics colleagues.

Coordinate with and support country supply chain with procurement planning, collecting and organizing quotations, purchase documentation, delivery records, inventory information and other project files where required, without assuming procurement authority.

Follow up on the availability of photographs, packing records, distribution documentation, and other operational evidence required for project records and reporting.

Escalate material quality, lead-time, documentation or delivery issues.

Documentation, Knowledge Management and Bilingual Communication

Maintain accessible project records and support effective communication and learning across English- and French-speaking teams.

Maintain organized electronic project files, country folders, trackers, meeting records and approved templates.

Compile implementation examples, lessons, challenges and good practices from participating countries for internal learning.

Support the preparation, formatting, and bilingual adaptation of routine guidance, presentations, summaries, and project communications.

Coordinate collection of approved photographs, videos, case examples and other communications inputs from country offices.

Support workshops, learning sessions and cross-country exchanges, including scheduling, materials, notes and action follow-up.

Ensure key project documents are available in English and French, as required, for effective implementation.

Maintain a SharePoint site for all project-related materials and information so they are easily accessible to wider stakeholders when needed.

Required Qualifications:

– Bachelor’s degree in international development, project management, business administration, humanitarian studies, supply chain, public administration, social sciences or another relevant discipline, or equivalent combination of education and work experience.

– Minimum 4 years of relevant professional experience in project coordination, program support, humanitarian or development operations, grants/project administration, or a related role.

– Professional fluency in both French and English, written and spoken, with the ability to communicate clearly and prepare working documents in both languages.

– Experience coordinating with multiple country offices, field teams, partners or geographically dispersed stakeholders.

– Strong ability to maintain implementation plans, trackers, action logs, digital filing systems and routine project reporting.

– Experience consolidating data and narrative updates from multiple sources and identifying gaps, inconsistencies and overdue actions.

– Good understanding of project implementation processes, including work planning, procurement/logistics follow-up, monitoring, documentation and reporting.

– Strong organizational skills, attention to detail and ability to manage multiple priorities and deadlines with limited supervision.

– Strong written communication skills, including concise meeting notes, progress updates, summaries and presentations.

– Proficiency in Microsoft Office applications, particularly Excel, Word and PowerPoint, and familiarity with online collaboration tools.

– Ability to work effectively and respectfully across cultures and organizational functions, with willingness to travel as required.

Preferred Qualifications:

– Relevant professional training in project management, humanitarian programming, monitoring and reporting, logistics, procurement or grants/project administration.

– Experience with an international humanitarian or development organization and familiarity with emergency preparedness or response programming.

– Experience supporting projects across Francophone and Anglophone countries.
