Key Responsibilities:

Responsible for Global Fund HIV, TB and Malaria Grant overall risk identification, analysis and management through the implementation of measures to minimize the Grant’s risk in compliance with policies, procedures, standards and statutory requirements whilst facilitating a Risk Management Framework/Plan within which to effectively manage risks and inform decision making.

MAJOR RESPONSIBILITIES

Planning and Management:

  • Develop annual Risk Management Plan for the Global Fund Grant.
  • Facilitate the identification, measurement, assessment, monitoring, and control of risks in World Vision Malawi – Global Fund Grant.
  • Training and Capacity Building:
  • Conduct Project-wide training and awareness sessions on internal control and risk issues.
  • Equip the organization to understand and manage their responsibilities in terms of Risk Management and Reporting.

Risk Monitoring and Reporting:

  • Lead monitoring and reporting of deficiencies and material weaknesses in internal controls.
  • Provide appropriate advice to Project Management Unit on risks WVM-GF is willing or not willing to take, in accordance with WVI values and beliefs.
  • Support and monitor implementation of Audit recommendations.
  • Analyse common audit findings and propose internal control improvement strategies.
  • Keep abreast with risks arising from changes in relevant regulations and recommend changes to policy.

Partnership Management:

  • Conduct initial and detailed screening of prospective partners in line with World Vision International Policies and procedures.
  • Coordinate Finance and Programs independent due diligence assessments and reviews of partners.
  • Monitor implementation of recommendations and relevant follow-up measures from partner assessment.
  • Continuous risk assessment of Grant Partners conducted, an updated risk register maintained and ways to mitigate such risk recommended.

Grant Closure Process:

  • Review Performance Update Reports (Annual Financial Report and S425) compliance.
  • Finalise verification and reconciliations of Health Products, Equipment, and Non-Cash Assets and produce a Comprehensive List of Assets.
  • Agree disposition of Cash Assets, Health Products & Equipment and Non-Cash Assets with WVM, PR and GF.

KNOWLEDGE SKILLS AND EXPERIENCE

  • Bachelor Degree in Finance, Social Sciences, Business Management or its equivalent.
  • 5yrs progressive work experience in a Risk Management in a complex organisation.
  • MBA or Qualified ACCA/CIMA. Qualification in Enterprise Risk Management.
  • Deep understanding and knowledge related to Ethics and Compliance.
  • Demonstrated ability in drafting technical communications and writing management reports.
  • Experience and demonstrated success working with and engaging senior leadership.
  • Comprehensive knowledge of risk management practices and principles.
  • Extensive experience in risk-based internal audit with strong knowledge and understanding of governance practices.
  • Excellent oral and written communication skills in English.
  • Strong writing and communication skills.
  • Strong analytical skills.
  • Proven ability to cultivate and maintain strong interpersonal and working relationships in a dispersed context.
  • A high degree of accountability and integrity.
  • Ability to use sound judgment and initiative.
