The Malawi School of Government (MSG) is a unique higher education Statutory Corporation established under the Act of Parliament No. 33 of 2022. MSG invites suitably qualified, motivated, and agile candidates to fill the following vacant positions tenable at its Secretariat, Mpemba Campus (formerly known as Staff Development Institute (SDI) and Kanengo Campus (formerly Malawi Institute of Management):

The Malawi School of Government is seeking a visionary and strategic leader to head its library services. The successful candidate will lead the transformation of the School’s library into a dynamic, digital-first learning hub, integrating e-learning platforms and supporting academic excellence. The Librarian will drive innovation in information literacy, collaborate across departments to enhance digital pedagogy, and ensure library services align with institutional learning and quality assurance standards.

Responsibilities or duties

Management

  • Develop a vision to ensure MSG libraries model modern librarianship.
  • Develop, review, monitor, and implement library policies, plans, programmes, strategies, and budgets.
  • Lead, recruit, supervise, and manage library staff performance.
  • Oversee and monitor service delivery in campus libraries.
  • Integrate e-learning platforms and support digital teaching initiatives.
  • Curate and manage digital resources for academic and professional programmes.
  • Support academic assessment through library tools and services.
  • Foster a student-centered, data-informed learning environment aligned with institutional priorities.
  • Collaborate with faculties to enhance digital pedagogy and instructional design.
  • Promote and oversee the adoption of innovative learning technologies.
  • Prepare and submit quarterly and annual reports to the Director General.

Library and Information Services

  • Develop, manage, and document cataloguing and metadata standards and procedures.
  • Foster cross-disciplinary collaboration across campus libraries.
  • Implement user information literacy programmes.
  • Champion digital preservation to ensure sustainable access to digital resources.
  • Maintain and secure all library resources.

Teaching, Research, Consultancy, and Advisory Services

  • Support teaching, research, consultancy, and advisory services.
  • Promote library literacy among staff and students.
  • Advise staff and postgraduate students on credible and relevant journals.

Financial Management and Resource Mobilisation

  • Develop and manage the library’s annual budget.
  • Mobilise resources to support superior library and information services.
  • Ensure efficient resource allocation and financial compliance.
  • Monitor financial performance and implement corrective actions.

Quality Assurance

  • Ensure compliance with institutional policies and regulatory requirements.

Networking

  • Develop and maintain partnerships at national, regional, and international levels.

Secretariat Services

  • Serve relevant statutory and ad-hoc committees.

Experience needed

  • At least 5 years’ experience in a higher education or comparable institution at a senior level.
  • Advanced experience managing online and e-learning systems.
