The Government of Malawi has received financing from the African Development Fund toward the cost of the SADC Sub-Regional Transport and Trade Facilitation Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Social Safeguards Specialist (Individual Consultant).
This is a five-year project scheduled for completion in February 2028. It involves the reconstruction of a 102.5 km road section between Kaphatenga and Dwangwa. Reconstruction works are currently ongoing
Responsibilities or duties
- Monitor the implementation of project Social Safeguards Instruments.
- Coordinate the implementation of SIAs and RAPs.
- Develop and implement an internal administrative tracking system for the PIU in order to monitor the progress of project activities to meet social safeguard requirements.
Qualifications or requirements (e.g., education, skills)
- At least a bachelor’s degree in Social Sciences such as Sociology, Social Development, Development Studies, or other areas relevant to the assignment and strong analytical skills. Master’s degree will be an advantage.
- Have thorough working knowledge of the African Development Bank or other development partners’ environmental and social safeguards policies, especially Environmental Assessment, Involuntary Resettlement and Pest Management; and have demonstrated experience in preparation of key project documentations including Stakeholder Engagement Plan, Labour Management Plans, Environmental and Social Management Plans and Environmental and Social Compliance Performance, Environmental and Social Impact Assessment and Resettlement Action Plan by African Development Bank standard.
- Thorough understanding of social regulatory framework of Government of Malawi standard procedures and practices with regards to infrastructure construction projects will be a plus.
Experience needed
- At least 5 years of experience in social management and monitoring of transport projects or engineering projects especially in the road sector or similar large infrastructure works/projects; experience with international development organizations in developing countries, preferably in Africa.
- Relevant and related experience in managing social impacts of at least 8 (eight) years on donor funded projects with a demonstrated understanding of Social Safeguards policy requirements.

- The duration of the assignment is 12 months; renewable for a further 12-month subject to satisfactory performance.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework dated October 2015, ” which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.
- A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Policy.
